Description
42d Contracting Squadron, 50 LeMay Plaza South, Maxwell AFB, AL 36112 will be issuing a solicitation for advisor/consultant services to Air War College (AWC) and to Air University (AU) to include travel expenses and other direct costs associated with the services. All work is to be performed in accordance with (IAW) the Statement of Work (SOW). This requirement will be for a base contract period plus 4 (four), 1 (one) year options. Description of Services The contractor shall serve as Air University (AU) dean of research (AU/DR) in accordance with Air University Instruction (AUI) 36-2321, Research and Publication, and as the Air War College (AWC) distinguished professor in the General Henry H. Arnold Chair of Air and Space Leadership and be an advisor/consultant to commander Air University (AU/CC), to Air War College (AWC), and to Air University (AU) as a whole, and shall: a. Serve as a liaison to the chief of staff of the Air Force, secretary of the Air Force, chairman of the Joint Chiefs of Staff and other senior DOD and interagency leaders to ensure AU research efforts are in line with defense needs and senior governmental and military leaders concerns b. Advise AU institutions on their research agendas and student research programs c. Participate in Air University Research Board (AURB) and Working Group (AURB-WG) activities and meetings d. Provide AU institutions and their students, through the AURB process as applicable, high level research contacts e. Serve as a senior research mentor to all schools at Air University f. Strategically advise student research g. Participate in panel discussions related to the curriculum h. Serve as senior mentor to the AWC capstone wargame i. Serve as a senior mentor at AWC and other schools at Air University j. Serve as a senior mentor for the Regional and Cultural Studies (RCS) Course k. Lecture and teach as required The contractor shall make periodic visits to Maxwell Air Force Base, Alabama, throughout the year, as requested by the commander of AU or the commandant of the AWC so as to fulfill the duties of dean of research and those of the leadership chair, and participate in the associated AURB, AURB-WG, and AWC activities. When not present at Maxwell AFB, contractor shall remain in contact with AU research support personnel, stay abreast of AURB issues, and provide appropriate insights and advice. He will additionally liaise with AWC leadership and regional studies faculty to work curriculum issues and concerns. The contractor shall perform for 59 days in-residence at Maxwell AFB (travel time not included), divided among five to six travel periods. The contractor shall perform five days as liaison with the Chief of Staff of the Air Force (CSAF) and with other appropriate senior military, government and academic leaders in Washington DC. In addition, the contractor shall perform for 16 days for Regional and Cultural Studies Course, to include academic and field research requirements. The total number of days will be 80. The contract start date shall commence on or before 25 Sep 06 and end 12 months thereafter (not to exceed at total 80 days), as determined by the Contracting Officer, AU and AWC. Provide senior leadership and guidance to AWC students and faculty for the RCS program and facilitate access within visited countries. The requirements include: attend class activities on days scheduled by the AWC Trip Director or Academic Instructor; accompany the RCS trip delegation on international travel; assist the Academic Instructor in leading the discussion during the two-hour session following the trip; advise students on an informal basis in order to derive maximum benefit during the regional studies trip; and attend related meetings or briefings as required by AWC officials. The Contractor arrives at Maxwell AFB shortly before overseas departure to meet with RCS students and faculty. Following the trip, assist in two-hour faculty-led seminars to review what was taught and what was experienced during travel.The contractor?s principle point of contact for direction (within the scope of the effort) and evaluation will be the commander of Air University, or as delegated. General Information It is required that the contractor have at least three of six of the following qualifications, expertise, and experience: Possess a PhD from a nationally recognized program. o AU has four master's degree granting institutions and as AU/DR, a PhD demonstrates a significant accomplishment in the field of research and brings credibility to the table Possess background knowledge in research, advising students and faculty on papers, course preparation, classroom execution and assisting the AU commander and AU college commandants on research issues and the academic reputation of the AWC faculty Be a retired Air Force 4-star general with strategic level-command and international experience. o This level of expertise provides the senior and strategic level perspectives essential for effective mentoring on strategic defense issues, leadership and command, and research within Air University Have served in overseas assignments as the senior military leader. This qualification provides AU with a dean of research that appreciates American challenges with other nations? cultural and linguistic issues and insights into leading multi-nationality organizations. Have an Airman's perspective to assure research efforts are directed toward the leading edge of air, space, and cyberspace power thinking. AU graduates become the future senior leaders of the Air Force and must be well versed in the planning, execution, and command and control of joint and combined operations and capable of presenting the unique air and space capabilities and approaches to the joint combatant commander. The AU research program and instruction at AWC are critical opportunities for students to develop these insights, but only if the topics are appropriately chosen. Topics in the AU research database are solicited by the AU commander and reviewed by the dean of research for suitability. Have experience as a MAJCOM Commander, Numbered Air Force/Air Division Commander, Wing Commander, and extensive international military and civilian experience, such as having served as the Chief of Staff, Supreme Headquarters Allied Powers and as the executive director of the Air Force Association. These qualifications add further credibility to AU?s research of national security issues This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred to interested parties for responses to this pre-solicitation notice. The North American Industry Classification System (NAICS) code is 541618 and the small business size standard is $6,500,000.
