- Proposed Performance Objectives Sources Sought Notice 2006.238 Rapidly Installed Fluid Transfer System (RIFTS) Block I THIS IS A MARKET SURVEY SOURCES SOUGHT NOTICE REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is NOT a Request for Proposal (RFP) or an announcement of a forthcoming solic itation, nor is it a request seeking contractors for placement on a solicitation mailing list. We are attempting to determine industry capabilities to satisfy potential future modularity requirements. Response to this survey is voluntary and no reimburse ment will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time. 1. Description. The RIFTS will consist of a rapidly installed, rapidly recovered conduit hose line (a.k.a. high pressure hoseline) that is capable of deployment across all types of terrain at a minimum rate of 20 miles per day. The RIFTS will include all the components necessary to deploy, operate, and recover the system. This will be accomplished using evolutionary acquisition with Block I and Block II providing specific equipment components as shown below. The RIFTS Block I to include: the conduit, Em placement and Retrieval Device (ERD) components (commonly referred to as the hose reel) and the necessary ancillary support equipment (flow control, conduit repair, displacement, culvert and interoperability kits) required to allow complete operation of th e system. The RIFTS Block I components will be combined with the existing fuel distribution system, Inland Petroleum Distribution System (IPDS) pumping station, until all components of RIFTS Block II are ready for production. The RIFTS will integrate exi sting hoseline material technology and emerging technology with selected research and development efforts to produce Block I components. The Block I components will be packaged, stored and transported in standard 20 foot International Organization for Sta ndardization (ISO) containers. 2. Total Requirement: 9 RIFTS (approximately 450 miles or 50 miles per system) 3. Life Cycle Phase: Milestone A Approval 4. Key Performance Parameters (KPPs); " Installed at minimum rate of 20 miles per 20 hour operational day and recovered at a rate of 10 miles per 20 hour operational day " Capable of transferring a minimum of 850,000gallons per 24 hour operational day " Capable of receiving fuel from and providing fuel to the storage and distribution systems of other services, allied nations, and commercial sources 5. Unique Military Requirements (such as testing, DOD standards, etc.) " Operation in -25 to 120 degrees F " Packaged in ISO containers and transportable on HEMTT or PLS " Comply with current military electromagnetic emission interface and emission susceptibility " NBC decontamination survivable.
