- Ref PR 10181141. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice and using the Simplified Acquisition Procedures in FAR Part 13.5. The announcement constitutes the only solicitation; a separate written solicitation will not be issued, however proposals are being requested as a result of this notice. The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA, intends to procure the following: 1 each, Frame Tester, Model 5200L1 LineChek III, including wall-mounting kit/AT&T 89B Blk P/N C5210-L4, and 60' Cable, 25 PR w/connectors P/N C5220-060, manufactured by Communications Manufacturing Company (CMC). This tester is the same that is used by the Naval Base Ventura County telephone shop and in order to guarantee a common frame of reference when testing lines between the telephone shop! central office and range communications central office a common make and model of test equipment is essential. At minimum, an "equal" unit must include the following: Basic Voltmeter Testing, Basic Ohmmeter (resistance testing), Capacitance (interpretative kick test), Operator selectable test direction, Basic 2-wire Dial/Talk and Monitor functions, LCD display of dialed digits, Out-pulsing (manual from key pad minimum), Dual tone multi-frequency (2/8), Multi-frequency output and signal measurement (2/6), Dial pulse (DP 10pps), Last number redial, Test Trunk (NTT), seizure and signaling, Draw dial tone, Talk battery supply, Talk and monitor circuit, Ring generator (balanced / unbalanced selectable), Monitor amplifier loudspeaker, Tracing tone, Pair I.D. continuity (buzzer), Loop conditioning, External test equipment jack, Headset jacks, Pair gain test controller access, Mountable on a standard telephone cross connect frame. Registration in the Central Contractor Registration is required. Provide Federal Tax ID number , DUNS number, and CAGE code with your response. Offeror is responsible for obtaining, completing and returning with bid the following FAR fill-in clause: 52.212-3 Alt I Representations and Certifications - Commercial Items.
