This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure materials, tools, equipment and required support to perform manufacture and installation of Special Operation Forces (SOF) Walking Flats and Canisters on SSGN Class Hulls. The manufacture, delivery and installation of completed components will be between May 2007 and February 2009. There will be two options in the contract for additional units if needed. The Contractor shall provide the necessary personnel and equipment to support multiple simultaneous manufacture and installation of units. Contractor's installation effort could be immediate and intense due to ship availability. This is an unrestricted procurement. The NAICS classification for this acquisition is 335999 with a size standard of 500 employees. The Government intends to award a Firm Fixed Price contract to the lowest technically acceptable offeror. The solicitation will be released on or about 24 August 2006 and will close 45 days thereafter. Written documentation can be submitted to Philadelphia Navy Base, Building #2, 2nd Floor, Philadelphia, PA 19112-5083, Attention: Karen Cane, Code 3352. Control Number N65540-06-R-5000 applies. NOTE: Drawings will not be included in the solicitation package. The drawings include a Distribution Statement of "D". Such documents will be provided separately to contractors who specifically request them from the contract specialist designated in the synopsis and are registered in the Joint Certification Program (JCP), which is managed by the Defense Logistics Information Service (DLIS). The Joint Certification Program established the eligibility of a U.S. or Canadian contractor to receive technical data governed by DOD Directive 5230.25. This Directive sets forth policies, procedures and responsibilities for the withholding of unclassified technical data from public disclosure. DOD Directive 5230.4, a companion directive, establishes the distribution marking system for DOD controlled technical documents. To become certified to receive controlled technical documents, contractors must submit a completed DD Form 2345 to the JCO. Refer to www.dlis.dls.mil/jcp/ for additional information on obtaining the required certification. If the contractor intends to have foreign nationals work on this contract, the contractor must have an export license.
