Description
The Air Pollution Prevention and Control Division (APPCD) of U.S. EPA?s National Risk Management Research Laboratory (NRMRL), located in Research Triangle Park, North Carolina, has a requirement for off-site technical support for the Division?s research directed toward solving environmental problems of national scope and importance. The APPCD serves as EPA?s center for research on combustion modification to prevent or reduce pollutant emissions, indoor air quality, emissions characterization, and atmospheric protection. The Division?s research supports EPA?s programs in waste management, tropospheric ozone, global climate change research, ecosystems assessment and restoration, management of environmental hazards, support for environmental decision-making, and improvement of environmental system management. The successful offeror shall provide support services including P4, P3, P2, P1 engineers, scientists and chemists, and T2, and T1 technicians to conduct engineering and assessment studies, to take environmental measurements at designated field testing sites, to improve the current state-of-knowledge of existing sources of emissions, and to conduct research on the possible use of chemical and biological agents in acts of terrorism (safe building research). U.S. EPA intends to award a single cost plus fixed-fee (CPFF) contract consisting of one (1) 12-month base period including 10,000 base hours plus 4,000 quantity option hours, and four (4) 12-month option periods including 10,000 base hours plus 4,000 quantity hours each for a potential contract term of 60 months and maximum LOE of 70,000 labor hours over the five year period. The RFP, amendments and other related items for this procurement will be posted to the EPA Website http://www.epa.gov/oam/cinn_cmd/ and must be downloaded by interested parties. It is the responsibility of prospective offerors to frequently check this website for any updates and/or amendments. No hard copies will be available. Telephone or faxed requests will not be honored. The RFP is expected to be issued on or about Sept. 6, 2006, and it will be processed in accordance with FAR Part 15, Contracting by Negotiation. This procurement will be conducted using Full and Open competition procedures. The period of performance is estimated to begin on or around 5/1/07. All responsible sources may submit a proposal which will be considered by the Agency. The NAICS code is 541620 with a size standard of $6.5M.
