- The NSF intends to acquirement a commercial item FAR 12 and Simplified Acquisition procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for services will include: VIDEO STORAGE: 15 minutes of broadcast quality video stored on contractor's Web site at any one time for 24/7 random access by broadcasters worldwide. CONTENT PUBLISHING: Six video uploads each up to 15 minutes in duration. Includes digitizing into broadcast standard MPEG-2, transcoding into streaming video for preview via Internet, and meta data tagging. An unlimited number of audio, images and documents may be published to contractor's Web site, as well. DISTRIBUTION: Unlimited media alerts (including press releases and images) sent to registered journalists opting to receive science/technology content alerts. Multimedia press packs published to contractor's home page and stories sections of contractor's Web site and linked to relevant multimedia content. Unlimited video delivery to broadcasters digitally by FTP or BetaSP tape shipment. REPORTS: Monthly media request reporting. OTHER SERVICES: Custom page on contractor's Web site displaying only NSF content. Use of all digital assets by NSF. Unlimited technical support. All contractual and technical questions must be in writing (e-mail or fax) to Marion M. Jones not later than August 10, 2006 at 4:00p.m. Telephone questions will not be accepted. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://orca.bpn.gov. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed. It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any) This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested parties may submit a statement of their capabilities to perform this requirement. Oral communications ARE NOT acceptable in response to this notice. See Note 22, substitute 15 days for 45 days. All responsible sources may submit an offer, which shall be considered by the agency.
