- The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), intends to procure construction services for exterior rehabilitation at the Weather Forecast Office (WFO), Dousman, Wisconsin, using an Exterior Insulation & Finish System (EIFS). The Contractor shall provide all the labor, materials, equipment, disposal, supervision, coordination, and services necessary to complete the exterior installation of the EIFS. Construction will include a pre-construction meeting to discuss options for the exterior appearance of the finished project and other parts of the project. The Contractor will be required to submit two color schemes with accent thickness and texture for the EIFS for the buildings to complement the existing roof of the WFO and surrounding area for aesthetics. The government intends to conduct a pre-proposal meeting at the site for all interested offerors. Information regarding the pre-proposal meeting will be included in the solicitation. Offeror’s proposals will be assessed using the following evaluation criteria presented in descending order of importance: (1) Successful experience of the construction firm with construction of similar type projects. (2) Availability of key personnel experienced in construction of similar type projects. (3) Availability of equipment and resources required to conduct the construction. (4) Submission of a construction plan which exhibits understanding of the proposed project. (5) Provision of appropriate plans. (6) Provision of a required level of primary firm participation in the project. Under best value procedures, the importance of all technical factors combined is significantly more important than price in making the final selection. The resultant procurement will be a firm-fixed price contract. This will be a 100% small business set-aside. The North American Industrial Classification System Code (NAICS) is 236220. The size standard for Small Business is $31 million. The estimated price range of this project is between $25,000 and $100,000. Completion time for this project is sixty (60) calendar days after the Notice to Proceed. HOW TO OBTAIN A COPY OF THE SOLICITAION: The government intends to issue the solicitation, proposal documents, drawings and any amendments through the Federal Technical Data Solutions (FedTeDS) website. You can access the FedTeDS website from FedBizOps by clicking on the link labeled Technical Data Package, then in the next screen clicking on the link labeled, ‘Available via the FedTeDS website.’ There will be no printed hard copies provided by the agency. The solicitation will be available on or about June 16, 2006. All responsible sources may submit a proposal which shall be considered by the agency. Proposals will be evaluated on Best Value basis. To be eligible for contract award, a firm must be registered in the Central Contractors Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by contacting the Electronic Commerce Information Center at 1-877-DLA-DALL or 1-877-352-2255. In order to register with the CCR, all firms must have a Dun & Bradstreet Data Universal Numbering System (DUNS) identifier. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005.
