- Heavy Construction Equipment For Baghdad, Iraq The purpose of this solicitation amendment is to provide responses to questions received for the Heavy Construction Equipment solicitation. Due date for receipt of proposals has been changed to 13 August 2006 at NLT 1600 hours local Baghdad time. QUESTIONS/RESPONSES: QUESTION: Where can I find a copy of the solicitation? RESPONSE: The solicitation and this amendment are posted at www.Rebuilding-Iraq.net in the new solicitations area as “Heavy Construction Equipment” QUESTION: Will the formal solicitation be posted at a later date? RESPONSE: The solicitation and this amendment are posted at www.Rebuilding-Iraq.net in the new solicitations area as “Heavy Construction Equipment” QUESTION: I couldn’t locate a list of equipment requested. RESPONSE: The solicitation and this amendment are posted at www.Rebuilding-Iraq.net in the new solicitations area as “Heavy Construction Equipment” QUESTION: Please inform on units which models needed and quantity, delivery time. RESPONSE: The solicitation and this amendment are posted at www.Rebuilding-Iraq.net in the new solicitations area as “Heavy Construction Equipment” which provides salient information QUESTION: What construction equipment will this solicitation be for? RESPONSE: See Schedule B – SUPPLIES OR SERVICES AND PRICES/COSTS of the solicitation. QUESTION: Can the items specified in Schedule B be used or do they have to be new? RESPONSE: All equipment must be new and unused. QUESTION: Would you accept RECONDITIONED machinery if it means faster delivery? RESPONSE: All equipment must be new and unused. QUESTION: Is there any other payment term possible other than 30 days Net, like Irrevocable & Confirmed L/C, Bank Guaranty Letter, etc.? RESPONSE: See Section G, G-3, – CONTRACT ADMINISTRATION DATA, and 252.232.7008, ASSIGNMENT OF CLAIMS (OVERSEAS) of the solicitation. QUESTION: Where will the training take place? RESPONSE: The successful offeror(s) will be required to conduct the training at an acceptable site within the Baghdad, Iraq local area. QUESTION: How many operators will need training for each machine? RESPONSE: It is anticipated that two operators will need training on each machine. QUESTION: Will the training be conducted at the delivery site? RESPONSE: The successful offeror(s) will be required to conduct the training at an acceptable site within the Baghdad, Iraq area. QUESTION: Will the PCO/Ministry of Water Resources provide living accommodations for instructor personnel? RESPONSE: No. This is the responsibility of the successful offeror(s). QUESTION: Will the PCO/Ministry of Water Resources be responsible for securing the training site? RESPONSE: No. This is the responsibility of the successful offeror(s). QUESTION: Will the training site have a classroom? RESPONSE: It is the responsibility of the successful offeror(s) to secure a classroom at the training site. QUESTION: Will the PCO/Ministry of Water Resources be responsible for vetting the students and providing a dining facility or catering for meals during the training day? RESPONSE: No. This is the responsibility of the successful offeror(s). QUESTION: Will the PCO/Ministry of Water Resources provide secure Transportation to/from living quarters/training site? RESPONSE: No. This is the responsibility of the successful offeror(s). QUESTION: Is a military escort a possibility from near the Jordanian Border to the delivery point? RESPONSE: The successful offeror(s) will be responsible for ensuring the items are delivered to the final delivery point. Offerors should not anticipate nor expect any type of military escort. QUESTION: Our delivery method is to receive all equipment here in Kuwait then it will be transported by land to the final destination, is this acceptable? or it should come thru Sea, Um Qasr Port. RESPONSE: See Delivery Terms on page 2 of the solicitation. QUESTION: Track width is not specified for item 3. RESPONSE: The track should be low ground profile (LGP) track QUESTION; Item 2 refers to “truck width no less than 800m”. Please clarify. RESPONSE: This should read “track with low ground profile” QUESTION: Item 0001, Wheeled Tractor-Scraper, a heaped capacity of 15m3 minimum and a struck capacity of 10m3 maximum is specified. It seems like the specification should read struck minimum of 10m3. RESPONSE: Yes. The specification for item 0001 should read struck minimum of 10m3. QUESTION: It is believed that high sulphur fuel is the common fuel quality in Iraq and would be used. Is this belief correct? RESPONSE: Yes, this belief is correct. QUESTION: Could item 0007 be moved into Group 5 as it fits the highway type vehicles in Group 5 rather than construction equipment items 0001 thru 0006? RESPONSE: No, the groupings of items remain as stated in Section B of the solicitation. QUESTION: As XXXXXXX does not manufacture the items listed in groups Five and Six, or the fuel tanker listed in group Four, we request that the government consider allowing offerors to submit proposals on individual items and groups rather than the entire list RESPONSE: No. As stated in Section B, offerors must propose on all individual items and groups. QUESTION: Are we able under your solicitation to be able to bid by Group? RESPONSE: No. As stated in Section B, offerors must propose on all individual items and groups. QUESTION: Request that the due date be changed to 17 August 2006 so that offerors have an additional week to gather information for this complicated proposal. RESPONSE: Due date for receipt of proposals has been changed to 13 August 2006 at NLT 1600 hours local Baghdad time. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (03-AUG-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
