Description
The Defense Distribution Center Susquehanna, New Cumberland, PA (DDSP) has a requirement for a computer lab instructor / Technician to implement the homework center's computer lab program for school age children, ages 6 ? 12 and teens, ages 13 ? 18 on the installation. The purpose of the computer lab within School Age and Youth Services is to provide a facility where students can strengthen their academic and learning skills and increase their opportunity for computer literacy, employment skills, youth sponsorship, and recreation. The computer lab is one component of the installation's School Age and Youth Services. A minimum of 30 school-age children and 50 teens per week are anticipated to utilize the computer lab during the school year; in the summer, 55 school-age children and 20 teens use the lab daily. The contractor shall have an applied knowledge of Windows based DOS programs, Novell Networks, networking concepts, and applications. The contractor shall provide general subject matter and software expertise with emphasis on math, science, and language (communication) skills. Knowledge of the Internet (i.e. e-mail, World Wide Web, and Gopher) is required. The contractor shall work with designated personnel (Marketing Specialist) to develop and maintain a DDSP School Age and Youth Services web page on the installation?s web site. The contactor shall be able to troubleshoot problems with the student computer?s hardware and software, server hardware and software, and other components for the local area network (LAN). The contractor shall be able to determine when additional assistance is required to maintain the LAN and be able to identify from whom the assistance should come. The contractor shall assist students in the completion of daily homework computer tasks, reinforcing computer skills as required and positively support youth through recognition of their efforts. The contractor shall facilitate cooperative learning when appropriate. The contractor shall be expected to develop linkages with local schools, volunteer tutors, and others in support of SAS Kindergarten, School Age and Youth Services upon which the successful operation of the computer lab is dependent. The contractor shall be responsible for providing a qualified substitute instructor when unable to instruct. The contractor is responsible for paying all substitutes. Any substitutes must be approved in advance by the Point of Contact (POC) and also meet security and health requirements. During the school year (September-May), the contractor shall work a minimum of 4 hours following the end of each school day Monday-Thursday, generally 3:15-7:15 PM; 5 hours on Friday, generally 3:15-8:15; and 8 hours on Saturday usually 12:00-8:00 PM. In addition the contractor shall be available to work approximately 8 hours on in-service days and school winter and spring break holidays. The 2006-2007 in-service/recess days include: 10/27/06, 11/9/06, 11/24/06, 11/27/06, 12/26/06, 12/27/06, 12/28/06, 12/29/06, 1/2/07, 2/16/07, 3/9/07, 4/5/07, 4/6/07, and 4/9/07. Dates listed may be subject to change. Hours may be adjusted according to demand. During the summer (June-August) the contractor shall work an average of 6 hours per day Monday-Thursday, 7 on Friday and 8 on Saturday. Additional hours may be requested. The contractor shall provide marketing support in developing fliers, pamphlets, handbooks, calendars, and other forms of advertisements. Contractor shall be required to participate in mandatory paid training such as CPR, First Aid, and Child Abuse. Any training other than those specified shall be considered on a case by case basis. All required training will be on duty status. The Contract period shall be for one (1) year base period with four (4) option years. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICA) code for this project is 611420 and the size standard is $6.5 million.
