Description
The Agency of Health Care Research and Quality (AHRQ), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to the Association of Teachers of Preventive Medicine, 1660 L Street., NW, Suite 208, Washington, DC 20036. The anticipated date of award is 08/24/2006. The purpose of the residency rotations, is to provide opportunity for Preventive Medicine Residents and other trainees with advanced public health training to gain practical experience in secondary data development and assessment, to participate in drafting health policy papers, and to contribute to the work of the U.S. Preventive Services Task Force (USPSTF). The contractor will identify qualified residents to participate in the rotations available at AHRQ. Participants will carry out their rotations in the Center for Primary Care, Prevention, and Clinical Partnerships (CP3). Selection and placement of residents: Within 5 business days of receipt, contractor forwards applications received to the Government Project Officer. The agency will establish its own review process and will notify the contractor in 3 to 4 weeks of final decisions. Because the resident will be placed at the Agency?s facilities, the Agency will ensure space is available for the incoming resident. The contractor shall notifies residents by phone, and issues an acceptance letter and informational packet, which includes a training agreement to be signed by the residents and their mentors. Resident payment processing: Throughout each residency rotation, payments will be processed by the contractor to pay for resident stipends and a residency program administration fee. Stipends may be paid either directly to the resident or to the residency program. The contractor shall pay the stipend monthly, beginning in the first week of the rotation, early in the next month for 3 month rotations, and finally in the last week of the rotation. The contractor also pays the Residency Program the institutional administration fee at the commencement of the rotation. Travel reimbursements (when necessary) to the resident are made at the end of the rotation. Evaluations: At the conclusion of each rotation, residents will submit evaluations of their rotation experience and activity reports to the contractor. Activity reports will be sent to the Government Project Officer along with pertinent evaluation feedback. Preceptors will also submit evaluations of resident performance and feedback for the contractor's continuous improvement efforts. Deliverables a) Announcement of rotation and application materials with the Spring deadline will be created and widely distributed as noted in ?Announcement of Rotations? above. This includes posting the program on the contractor's website throughout the performance period. Due Date - Within 2 weeks of contract award b) Two copies of each application will be sent to the Government Project Officer. Due Date - Within 5 business days of contractor's receipt c) After receipt of selections from AHRQ, awardees will be called and given a verbal offer, followed by a written congratulatory award letter and APMR Membership brochure. Residents who accept the position will be asked to sign and return the award letter. Due Date - Within 5 business days after receipt of the selection d) Prior to the residents? start dates, welcome packets will be assembled and sent to the Government Project Officer for distribution to new residents. Welcome packets will include an evaluation form, travel reimbursement request forms and information, and a request for activity reports. Due Date - First day of each resident rotation e) Throughout each residency rotation, payments will be processed by the contractor to pay for resident stipends and a residency program administration fee. At the conclusion of each rotation, activity reports and feedback from resident and preceptor evaluations will be sent to the Government Project Officer. Due Date - 15 days after completion of each residency rotation The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 15 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
