- The Department of Transportation, Federal Aviation Administration, has a requirement for services and equipment for the replacement of obsolete Silicon Graphics Inc. (SGI) computers, displays, and IrixGL based software utilized by the Civil Aerospace Medical Institute's (CAMI) Advanced General Aviation Research Simulator (AGARS) with high performance, Personal Computer (PC) based systems running the Linux operating system and OpenGL based software. Because of the necessity of access to proprietary software (developed and owned by Black Dog Engineering Group), the government anticipates the competition will be limited to the software developer/owner, and the following vendors (who are believed to have entered into a nondisclosure agreement with the software developer/owner): ZedaSoft, Inc. (Ft. Worth, TX) SGI Federal (Plano, TX) Southwest Research Institute (SRI) (San Antonio, TX) All interested sources should download the Screening Information Request (SIR)/Request for Offer (RFO) from the Internet. All responsible sources may submit an offer that will be considered by the Agency. Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined unacceptable; therefore, not considered as one of the qualified companies. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. This portion of this notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantage business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantage individuals, and women-owned concerns to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
