- Proposed Performance Objectives Sources Sought Notice 2006.240 Load Handling System Water Tank Rack (HIPPO) THIS IS A MARKET SURVEY SOURCES SOUGHT NOTICE REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is NOT a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors for placement on a solicitation mailing list. We are attempting to dete rmine industry capabilities to satisfy potential future modularity requirements. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time. 1. Description. The Hippo consists of a HEMTT-LHS/PLS compatible, 2000-gallon hard-walled, stainless steel water tank in an International Organization for Standardization (ISO) compatible steel frame. The tank construction includes built-in baffling (to minimize sloshing during transport of partial loads) and an external tank gauge. The tank is capable of top or bottom fill, gravity fill, and discharge. The Hippo is equipped with an on-board air-cooled, diesel-driven engine, a 125 gallon per minute (GP M) pump and generator assembly, and a 70-foot suction/discharge hose reel with nozzle. The Hippo includes insulated electrical heat panels on the tank and heaters in the engine compartment to prevent the water from freezing during basic cold weather opera tion (to -25 degrees Fahrenheit). The system has an integrated control panel containing all necessary controls required to operate the on-board pump assembly and heater/freeze prevention system. The potability of the water is maintained by recirculation and manual re-chlorinator using calcium hypochlorite in solid/granular form. The system includes a fill stand to enable Soldier retail operations in filling water cans or canteens. The Hippo is fully functional whether mounted or dismounted from its tran sport vehicle. 2. Key Performance Parameters (KPPs); " Capable of transporting all water loads - full and partial over the approved OMS/MP for the HEMTT-LHS " Capable of transporting 2,000 gallons (T) of water or more (0) " HIPPO shall be able to maintain the potability of its water load over its OMS?MP 5.
