- Proposed Performance Objectives Sources Sought Notice 2006.239 Modular Fuel System (MFS) THIS IS A MARKET SURVEY SOURCES SOUGHT NOTICE REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is NOT a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors for placement on a solicitation mailing list. We are attempting to dete rmine industry capabilities to satisfy potential future modularity requirements. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time. 1. Description. The MFS provides the ability to rapidly establish a fuel distribution and storage capability at any location regardless of the availability of construction equipment or material handling equipment. Consists of two each 600 GPM pumps / 3 s tage filtration modules and 14 each 2500 gallon Tank rack modules. HEMTT-LHS, PLS and PLS trailer compatible. FCS Complementary System. 2. Yearly Requirement: 33 (approximately 17 years depending upon available funding) 3. Life Cycle Phase: Milestone C LRIP - April 2005, Full Rate Production Decision 1QFY07 4. Key Performance Parameters (KPPs); " Fuel Compatibility: Receive, store, filter and issue kerosene based fuels (JP-5, JP-8, Jet A, Jet A-1) and diesel fuel. " Interface: Be compatible with HEMTT-LHS, PLS truck and PLS trailer. " Pump Filtration Module: Shall include a pump filtration module capable of refueling both ground vehicles and aircraft. The pump filtration module shall be LHS compatible. The module shall be capable of providing bulk filtered fuel at a rate of 400 gall ons per minute (GPM) (threshold) and 600 GPM (objective). The pumping assembly shall be self-priming. The pumping system shall be capable of providing at least 50 GPM to eight retail refueling points simultaneously. " Interoperability: Be compatible with other services and allied nations fuel systems. 5. Unique Military Requirements (such as testing, DOD standards, etc.) " Capable of receiving, storing, filtering and issuing all kerosene based fuel (i.e. Jet Propellant (JP)-5, JP-8, Jet A, Jet-A1) and diesel fuel. " Pump / flirtation module capable of refueling on both ground vehicles & aircraft. " Pump module flow rate - 600 gpm pump " Bottom loading D1 refueling nozzle, 4 cam groove " Top loading D1 refueling nozzle " Nozzles D1, CCR, 1.5 / 1 retail, & NATO " Technology real time status, integrated diagnostics, & RF control The point of contact for this notice is Jason Gruber.
