Description: This is a combined synopsis/solicitation for the following. The Government intends to seek a sole source contract with the original equipment manufacturer of the Test Set, Radar: TS-4530/UPM (RTS), currently under a production contract (US Army Avi ation and Missile Command Contract Number DAAH01-02-D-0040), for the purpose of developing an engineering change proposal (ECP) to modify the RTS capabilities to include Mode 5 cryptography. The ECP shall utilize the current technology incorporated in the RTS, minimize replacement hardware, and maintain its current weight within 3-4 pounds. Three prototype modification kits shall be produced through this ECP effort. They shall be required to demonstrate conformity for installation into the RTS, demonstra te Soldier installation capability, pass environmental stress screening requirements once installed. All sustainment needs shall be upgraded, to include updating all affected and previously delivered logistical data items. The modified RTS shall be bench and weapon platforms tested for conformity to the latest Department of Defense (DoD) Air Traffic Control Radar Beacon System/Identification Friend or Foe (IFF)/Mark XII Electronic Identification System (AIMS) Program Office (PO) documents. The modified R TS shall meet all AIMS PO requirements for Certification of all IFF Modes of operation.
