Description

The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for Computer Systems Design Services in support of Joint Operational Test Bed Systems (JOTBS) for the U.S. Joint Forces Command (USJFCOM). Services are required to accomplish tasks related to the Joint Operational Test Bed Systems (JOTBS) that refocus its unmanned aircraft systems' (UAS) and joint battlespace awareness (JBA) experimentation in support of the newly created Joint Improvised Explosive Device Defeat Organization (JIEDDO). The required support will include planning and execution of Joint ISR transformation experiments in support of Commander Joint Forces Command intent. Services are required during the period from 01 October 2006 through 01 April 2007, with the option to extend the period of performance through 30 September 2007. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Battlespace, Inc., Fairfax, VA for this requirement. Battlespace currently is the JOTBS Support contractor under contract N00140-03-D-0139. Battlespace is the only firm that can provide the required support to JIEDDO transition to JOTBS and meet the USJFCOM?s technical and operational requirements. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541512 and the small business size standard is $23 million. Numbered notes 22 and 26 apply.
