Description
NASA/JSC has a requirement for the manufacture of the Overhead Window Severance Assembly Frangible Bolt in accordance with the requirements of the attached Statement of Work (SOW) and the attached SKD26100117 document, "Design and Performance Specification for Frangible Bolts, Orbiter Overhead Window Severance." Statement of Work can be viewed at: http://procurement.jsc.nasa.gov/NNJ06163034Q/sow.doc Specifications can be viewed at: http://procurement.jsc.nasa.gov/NNJ06163034Q/Specifications.pdf NASA/JSC intends to purchase the items from SPS Technologies. The Space Shuttle Orbiter uses the Bolt for flight crew escape. The Johnson Space Center (JSC) has been assigned responsibility for logistics management, manufacture, and certification of these units. These Bolts are not produced on a regular basis since these are used only during crew escape scenarios. The Bolts currently installed in the Orbiters must be exchanged during the periodic replacement of the Overhead Window Severance Assembly. Enough Bolts shall be purchased in this procurement to cover the current estimated flight-life of the Orbiters. The Bolt was qualified for Manned Spaceflight over 20 years ago and has only been procured a few times. Currently the only available source qualified to produce flight certified Bolt per the NASA specification SKD26100117 (Design and Performance Specification for Frangible Bolts, Orbiter Overhead Window Severance) is SPS Technologies, in Jenkintown, Pennsylvania. They possess the special tooling, processes and procedures, and personnel necessary to produce and deliver units that meet the demanding requirements of the Bolt. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 14, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
