Professional, Administrative, and Management Support Services NAICS Code: 541612 ?Human Resources and Executive Search Consulting Services Set Aside: Small Business Description: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Mary Glynn, 2194 Canterbury Way, Potomac, MD 20854-6106. This purchase is to provide expert guidance and assistance with Human Resource and Ethics related issues. The contractor will work directly with the Director of NHGRI and his senior staff to assist management with ethics and workforce planning needs. The duties will include: assisting with the monitoring and interpretation of new ethics regulations; assisting with the development and delivery of the annual ethics training, ensuring that any changes to the regulations are incorporated; ensuring 100% completion rate of ethics training for all NHGRI staff; counseling employees about ethics-related issues; preparing ethics reports for distribution to higher authorities; advising senior staff about workforce management and planning strategies; advising senior staff about employee relations issues; recommending options for remediation as necessary; coordinating search committees for two highly visible positions within the OD/NHGRI; reviewing, updating,, and/or drafting position descriptions and performance plans; counseling employees impacted by A-76. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and adequacy of the proposed approach; 2) qualifications of personnel; and 3) past performance. Ms. Glynn has worked in the field of HR for over 20 years at the National Institutes of Health. After retirement she became a consultant and assisted with the transition of centralizing HR services at NIH. Having worked at NIH and extensively with NHGRI makes her knowledge and skill a valuable asset to the NHGRI as new and changing regulations within the field of HR and Ethics arise. The sole source determination is based upon the fact that the previous experience and familiarity of the staff makes Ms. Glynn uniquely qualified and will allow the continuation of critical services without interruption. The North American Industry Classification (NAICS) Code is 541612 and the Size Standard is $6.5M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
