Description

The Food and Drug Administration (FDA) intends to award a Purchase Order on a sole source basis for a Thermal Gravimetric Analyzer to Netzsch Instruments, Inc., 37 North Ave., Burlington, Massachusetts. Netzsch is the sole manufacturer of the Thermal Gravimetric Analyzer. A Thermal Gravimetric Analyzer (TGA) fully integrated with a Quadrupole Mass Spectrometer (QMS) System is required for the characterization of lyophilized biological products for residual water and other volatiles. Netzsch is the only vendor that provides both the TGA and QMS as an integrated system. This system must use a common software base (control/analysis software provided by the same vendor). The Netzsch QMS 403C maintains the entire gas transfer system at 300oC. The system also incorporates a single-stage inlet system with a low-reaction fused silica capillary and ultrasonic expansion in the ion source. The system is the only commercially available QMS that has these capabilities that are essential for effective analysis of volatile components of lyophilized materials. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the fifth (5th) calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. All responses or questions regarding this posting must be in writing and can be sent via email to Fred.Ettehadieh@fda.hhs.gov. No phone calls will be accepted. An award will be made in five (5) calendar days from the date of this notice. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
