Description
This is a combined synopsis/solicitation to provide maintenance and support for Enhancing the Online System for Authorizations and Permits for Protected Species (APPS) System for the NOAA/National Marine Fisheries Service's (NMFS) Office of Protected Resources, Permits Division, located at 1315 East West Highway, Silver Spring, MD 20910. The period of performance for this requirement shall be for five (5) years from Date of Award (DoA). The ceiling amount for the 5-year period for this requirement is $98,000.00. The purpose of this contract is to maintain the NOAA Fisheries? existing web based application system for managing Authorizations & Permits for Protected Species (APPS). This system allows members of the public to submit, track, and query applications online. Permit specialists at NOAA Fisheries and the state fisheries agencies of Oregon, Washington, and Idaho manage authorizations and permits with this system. The application has been built to handle permits and authorizations required under the Endangered Species Act and Marine Mammal Protection Act. This contract shall cover maintenance and support to ensure the continued smooth functioning of the APPS system. Specific tasks for this requirement include, but are not limited to: 1. Addressing future software upgrades The contractor shall develop the web site and database using the latest versions, as practicable, of Cold Fusion and SQL Server, until such time as it is determined that a different platform is the best option to ensure the continued functionality of the system. The contractor will coordinate software upgrades with the APPS Team to ensure that they are conducted with minimal impact to the system. The system must continue to be accessible using a Microsoft Access or equivalent interface, to allow system administrators to create ad-hoc queries. 2. Ensuring and improving system security The contractor shall make recommendations and perform the necessary software upgrades and programming changes to ensure the continued security of the system, including conforming to any necessary NOAA or other Federal security requirements, in accordance with HSPD-12. 3. Keeping the system tuned and running efficiently The contractor shall perform the necessary work to keep the system tuned and running efficiently, working with the APPS Team to coordinate on any major activities. 4. Troubleshooting and fixing system problems that may arise The contractor shall respond to and work with the APPS Team to troubleshoot and fix system problems. 5. Changes necessary to address business requirements The contractor will respond to the APPS Team requests to address changing business requirements by making system modifications such as: 1. Adding or changing database fields 2. Modifying data entry screens and other web pages changes 3. Changes necessary to address changes in regulations and species or permits covered. 6. Enhancements to further streamline the supported business process The contractor shall make system modifications identified by the APPS Team that will improve system function, user experience, and better support the business process. The contractor may also suggest such system improvements. 7. System Documentation The contractor shall: o Deliver releasable code of the entire APPS application to NOAA Fisheries APPS team. o Deliver complete data dictionary and database relationship diagrams of the entire APPS application to NOAA Fisheries APPS team. o Conduct a knowledge transfer meeting with the NOAA Fisheries team 8. Communication The contractor shall: o Provide written status reports to NOAA Fisheries APPS team on a monthly basis. o Work with the NOAA Fisheries APPS team to test all changes to the application. The resulting purchase order shall be negotiated on a firm-fixed-price hourly rate. Provide the number of hours and hourly rate with total for each year. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon their approach, past performance and price. While these factors are relatively equal, they are listed in order of importance. Payment will be made on a monthly basis after receipt of proper invoices, which indicate number of hours worked for each task and accompanied by monthly progress report. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Business size 2) approach, 3) past performance, 4) price. FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). These services will be acquired using simplified acquisition procedures, FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., August 30, 2006. Responses may be faxed to 301-713-0806 or emailed to Robin.Prather@noaa.gov. Responses must be no more than 10 pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
