Description

The Food and Drug Administration (FDA) intends to award a firm-fixed-price Purchase Order on a sole source basis for the development of a portable instrument for biodetection to the University of Maryland, Baltimore County(UMBC). UMBC will support the timely and cost-effective development of an optical system and engineering aspects for a portable "lab on a chip" that is designed to asses potency and neutralization of botulinum neurotoxins and measure biomolecules. UMBC is the only entity with the required technical expertise in electro-optical engineering that is located sufficiently close to FDA facilities to enable the effective movement of researchers and equipment between contractor and FDA facilities. UMBC has also worked with FDA scientists to develop key elements of the project, and engaging another contractor would result in duplicative costs and slow the development of the product. NO REQUEST FOR QUOTES (RFQ) is available. Notwithstanding, any firm that believes that it is capable of providing the required services may submit a statement of capability within seven (7) calendar days following the appearance of this notice. A determination to compete this procurement on the basis of a response to this notice is solely within the discretion of the Government. All responses or questions regarding this posting must be in writing and may be sent to jennifer.fagan@fda.hhs.gov. No phone calls will be accepted. This sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 13.
