Description
NAICS Code: 541710 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement to provide histological analysis of parvalbumin immunostaining at two ages in response to graded levels of thyroid hormone disruption induced by propylthiouracil. Identification of the neurological consequences of mild perturbations of thyroid hormone function during pregnancy and early postnatal life is of critical importance to the Agency. It is clear that severe reductions in thyroid hormone induce neurological deficits, but it is not known if more subtle changes in neurological function induced by modest perturbations in hormonal status are reflected in structural abnormalities. This action is being pursued on a sole source basis. Dr. Jeffery Goodman is a neuroanatomist with extensive experience in immunohistochemistry in the hippocampus. He is highly familiar with this particular project and has worked extensively on this project in the past. As the current project represents an extension from previous work, it is essential that identical neuroanatomical procedures are utilized. Any other contractor would be required, at a minimum, to become familiar with all of the research conducted to date on this project so as to begin to develop neuroanatomical procedures identical to those implemented from previous work. Utilizing any other contractor would be costly, delay research, and admit the possibility of basic misunderstanding and error. NAICS Code 541710 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
