Description
The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to Wiche Mental Health Program, 2520 55th Street, P.O. Box 9752, Boulder, CO 80301. The anticipated date of award is September 6, 2006. Consistent with the mission of SAMHSA/CMHS and the recommendations of the President?s New Freedom Commission on Mental Health report, Achieving the Promise: Transforming Mental Health Care in America, to address the needs of providers of mental health and substance abuse services in rural America, SAMHSA/CMHS proposes a Virtual Grand Rounds series, conducted via electronic webcast, to provide rural and frontier mental health, health and substance abuse practitioners with access to training on key topics important in mental health and substance abuse practice today. The webcast format will provide for real-time and asynchronous training opportunities and create, over time, an archive of training material for the field. In addition, the contract requires that the contractor to prepare a Promising Practices Report that identifies promising rural practices -- including mental health promotion, prevention of mental illness and substance abuse, and treatment practices, across the lifespan. The report should include at a minimum a description of the practice, the target population, challenges to implementation, strategies for meeting those challenges, and lessons learned. The report should also include a section of guidelines to help rural promising programs navigate the new National Registry of Evidence-based Programs and Practices (NREPP) process for acceptance as an evidence-based program. The contractor shall furnish, or subcontract for, all necessary labor and consultations, equipment and services, and perform the work described below. All materials and reports produced under this project shall be the property of the Federal Government, which includes the Center for Mental Health Services (CMHS), the Center for Substance Abuse Prevention (CSAP), the Center for Substance Abuse Treatment (CSAT), and the Substance Abuse and Mental Health Services Administration (SAMHSA). The contractor shall submit a complete and detailed Work Plan for the webcasts designed to meet the purpose and objectives of the contract and to carry out its specific delineated task. The contractor shall submit a draft marketing plan demonstrating outreach to potential participants for both the webcasts and the evidence-based practices, and related agencies and non-governmental organizations. The social marketing plan will be finalized within 30 days of GPO review and comment. The contractor shall develop a series of rural mental health and substance abuse training sessions on 4 key topics. The contractor shall deliver these training sessions through four (4), 90-minute webcasts. Each webcast shall be presented with supporting materials and shall focus on a key topic of interest to mental health and substance abuse prevention providers in rural America. The webcasts shall take place over a period of 12 months. The government requires two webcasts on the following topics: Promising Practices that Enhance the Rural Community through Treatment of Co-Occurring Disorders Promising Cultural Approaches to Mental Health Care/Youth Reconnecting with Culture The other two topics may be selected by the contractor but should reflect professional development needs of the rural behavioral health field. The Contractor shall make training sessions available through live interactive webcasts. Each training shall be stored for asynchronous viewing. The webcast format shall make use of broadcast scalability and flexible modes of delivery so as to reach the maximum number of participants. Contractor shall provide for an on-line evaluation at the end of each webcast. The evaluation should contain no personal identifying information. Contractor shall provide marketing for the webcast Grand Round Series in collaboration with the State Mental Health and Substance Abuse Agencies, the National Association for Rural Mental Health, the National Rural Health Association, contact with the HRSA Office of Rural Health Policy, Federation of Families, Family Network grantees, SAMHSA grant sites and others. Marketing will be by networking, telecommunication, national and regional meetings, and when appropriate mail and fax. The contractor shall provide no fewer than 10 copies of each webcast on CD to the GPO. These copies will be made available for distribution within SAMHSA. The contractor shall submit a complete and detained Work Plan for the Promising Practices Report designed to meet the purpose and objectives of the contract and to carry out its specific delineated tasks. The contractor shall hold one conference call with the GPO to finalize the outline for the Promising Practices Report. The contractor shall provide 10 bound copies ready for distribution and an electronic copy of a Promising Practices Report that identifies promising rural practices -- including mental health promotion, prevention of mental illness and substance abuse, and treatment practices, across the lifespan. The report should include at a minimum a description of the practice, the target population, challenges to implementation, strategies for meeting those challenges, and lessons learned. The report should also include a section of guidelines to help rural promising programs navigate the new National Registry of Evidence-based Programs and Practices (NREPP) process for acceptance as an evidence-based program. The contractor shall submit 3 quarterly reports and 1 final report to the GPO. The contractor shall provide 2 hard copies of all reports. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
