Description
This is a notice of intent to negotiate a sole source contract pursuant to Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). Social Security Administration (SSA) intends to negotiate a firm, fixed-price one year contract with Eaton Electrical, Inc., 8609 Six Forks Road, Raleigh, NC 27615. This contract provides for the maintenance and repair to SSA National Computer Center (NCC) Uninterruptible Power Source (UPS) located in Baltimore, MD. SSA has four (4) Exide 2000 Kilo Volt Ampere (KVA) UPS with two ?Hot Tie? Systems, one ?Data Trax? System and one ?Cellwatch? battery monitoring system located on the first floor of the NCC Building. These UPS are precision electromagnetic devices which through the use of a battery backup provide essential computer processing equipment with electrical power during unscheduled power outages. SSA's UPS was modified/upgraded by Eaton Powerware Corporation in 1997 and 2006. Powerware Engineers and technicians did the design, installation and testing of the modified UPS system. After the upgrades, the UPS became more efficient and reliable running unit, however the upgrading of the UPS did involve proto type circuitry that was designed and manufactured solely by Powerware Corporation. This notice of intent is not a request for competitive proposals. However, responses received by August 29, 2006 will be reviewed and evaluated. Contractors capable of providing the required commercial item(s) should submit in writing their capability statement with cost information that provide clear and convincing evidence of their capabilities to meet this requirement to rick.bolt@ssa.gov or fax to 410-966-9310. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government.
