Description

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. This effort covers the requirements to provide Naval Air Systems Command, Air Combat Electronics Program Office (PMA209). This tasking includes providing assessments for the implementation of the Integrated Waveform (IW) to enhance efficiency of satellite communication (SATCOM), implementation of programmable crypto to comply with the national Security Agency (NSA) mandated crypto modernization Initiative, and conduct MIL-STD-461E characterization of the RT-1851 ARC-210 to RE-102. All implementation assessments are to include a Rough Order of Magnitude estimated for non-recurring, per unit retrofit costs and software implementation schedule for each ARC-210 variant. All work is expected to be completed 16 months ARO. As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source of providing the testing. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
