- NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the National Association of Energy Service Companies (NAESCO), of Washington, DC under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this Purchase Order is to use the contractor's capabilities to better integrate EPA's Energy Performance Rating System and other ENERGY STAR tools in the performance contracting procurement process between building owners, particularly states and educational Institutions, and Energy Services Companies (ESCO's). EPA's goal is to have a large number of organizations, including states, use ENERGY STAR tools in their existing and new processes for procuring ESCO services. The North American Industry Classification System (NAICS) code for this procurement is 541990. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Consistent with FAR Section 6.302-1 part A, NAESCO is the only responsible source that demonstrates a unique capability to perform this work, due to the fact that NAESCO works with all applicable organization types necessary to complete this requirement. Through NAESCO's membership of ESCO's, state energy offices, and private sector companies, NAESCO is in a unique position to be able to develop performance contracting process model language that will work for public and private sector organizations interested in procuring energy services and the energy services companies providing them. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
