Description

The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate on a sole source basis under the authority of FAR Part 6.302-1, with Systems Improvement, Inc. of Knoxville, TN, for commercial training courses on the TapRoot System. This item is being procured as a commercial item in accordance with the procedures of FAR Part12-Acquisition of Commercial Items and FAR Part 15-Contracting by Negotiation. The anticipated award will be a three year IDIQ. The TapRoot Medical Training program is required, because the TapRoot system is currently used by the Department of Defense (DoD) as an investigation, analysis and reporting tool and the DoD Center for Education and Research in Patient Safety (CERPS) personnel housed at USUHS must be familiar with the same program. The awarded contract will be a follow on to contract MDA905-03-D-0003. Sole source determination is based on Systems Improvement being the proprietor of TapRoot and the only source available to provide TapRoot training. The North American Industry Classification System (NAICS) code is 541690-Other Scientific and Technical Consulting Services. This is not a request for proposals and a solicitation package will not be issued. However, responses received by September 01, 2006 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is within the discretion of the Government.
