Description

The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to issue a solicitation RFQ41702-044-06 for the provision of Life Connection Program Facilitator services for the Federal Correctional Institution (FCI) Milian, Michigan. The contractor shall work in accordance with the mission of faith-based programming, which is to support personal transformation, thereby reducing recidivism through the provision of intensive opportunities for spiritual growth. The contractor shall coordinate programs, facilitate workshops, seminars, and other programming needs for the multi-faith Residential Faith-Based Program. The contractor shall work closely with the Chaplain Program Manager, and be expected to work with a broad variety of faith communities. The contractor shall possess the following minimum requirements: A Bachelor of Arts Degree from an accredited college or university with a major in Religion Studies, religious education, or a related curriculum. Inter-personal communication skills. Experience in multi-task management such as completing daily programmatic requirements while maintaining the necessary involvement with numerous and diverse groups of individuals. A combination of education and experience, including a general working knowledge of a broad variety of religious traditions. Additionally, any quoter responding to solicitation RFQ41702-044-06 shall ensure that all required documentation be provided with their quote. This will include any religious services requirements (i.e. attachments, personal reference, and letters of endorsement from their local religious organization). It is estimated the contract will include 30 sessions of Life Connection Program Facilitator service a week. A session is defines as one (1) hour in duration, and the estimated total sessions per year is 1560. The contract period shall consist of one 12-month base year and four 12- month option periods for renewal at the unilateral discretion of the Government. The solicitation will be available on or about August 18,2006 and will be distributed solely through the General Services Administration Federal Business Opportunities website at http://www.fedbizopps.gov . The site does provide downloading instructions. Hard copies of the solicitation will NOT be available. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must register at www.ccr.gov and http://orcca.bpn.gov. All future information about this solicitation, including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotations is 2:00 a.m. CT September 08, 2006 however, this is a project estimate and quoters should refer to the solicitation (1449 -Block #08) for the actual date quotations are due. All responsible small business concerns may submit a quote which will be considered. Faith -Based and Community -Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible.
