- SUBJECT: CHANDLER ENGINEERING MODEL 7600 HIGH PRESSURE HIGH TEMPERATURE VISCOMETER OR EQUAL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-06NT00793, The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following to be delivered to our site in Morgantown, WV: CHANDLER ENGINEERING MODEL 7600 HIGH PRESSURE HIGH TEMPERATURE VISCOMETER ??? 1 EACH to include the following requirements: 1. The HPHT Viscometer must be designed to measure the rheology (i.e. various viscosity measurements) of drilling and completion fluids intended for use in oil & gas drilling applications. 2. The HPHT Viscometer should use a concentric cylinder (couette) design, consisting of a rotor and bob geometry, which is generally accepted in the energy industry. 3. The HPHT Viscometer must be capable of testing Drilling Fluids in accordance with API Recommended Practices 13B-1 and 13B-2. 4. Operating capabilities of pressure up to 40,000 psi and temperature up to 600 deg Fahrenheit. 5. Programmable controls for variable pressure and temperature during testing. 6. Data export via standard computer data formats. This must be part of a PC-based Data Acquisition and Control System. The PC operating system must be Windows XP. 7. Drive mechanism must not interfere with suspended solids in the drilling fluids, some of which may be iron based. 8. The HPHT Viscometer system, including all safety systems, must be designed in accordance with all applicable codes and standards 9. Spare parts necessary for at least 12 months of normal operation must be included. 10. Installation and special training to operators should be included with quote. 11. Schedule: Shipment will be expected 4 months from placement of order. 12. Unless specific examples of previous designs meeting the specified requirements can be provided, a DOE engineering design review will be conducted before placement of order. Designs failing the review may not be considered. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 339111. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on August 31, 2006.
