Description
The Food and Drug Administration intends to award a Purchase Order on a sole source basis to Thermo Electron for the purchase of a used Shandon Excelsior? Tissue Processor demo unit, based on the authority granted by FAR Part 6.302-1; because of the its unique "In Process Rotation Management". Thermo Electron Corporation Anatomical Pathology is the sole source manufacturer of this unique equipment. Some of the special features of this unit are: 1. Down Draft Fume Extraction around reaction chamber opening 2. Automatic In-Process Rotation with enclosed ?Never Pour? reagent handling 3. Specific Gravity Monitoring of Alcohol 4. Battery back-up to complete processing runs 5. Three distinct fill level options 6. Automatic Underfill Recovery 7. 222 Cassette Capacity Organized (approximately 200 Cassette Capacity Random) 8. Dehydrant & Clearing Agent Pre-Heating area for rapid, more consistent processing 9. Five levels of contra-stir agitation to ensure processing quality 10. Vacuum Cycling 11. Temperature Control including Ambient 12. Remote Monitoring and Diagnostic Capabilities 13. Laboratory Information Management System (LIMS) interface 14. Disc Drive to save quality control reports, event logs, and program information 15. Two remote alarms available 16. 7 areas to make access code protected 17. Re-circulating (filters ? formaldehyde & charcoal) or Vented (Vent adaptor kit) 18. Enhanced Basket Design ? Microwavable and built-in displacement block 19. Lid design is sloped to allow for removal of excess condensation 20. Glass lid provides visibility during processing. Some of the safety features are: 1. Reduction of exposure to chemicals -Reagent bottles are in the back of the unit and fully enclosed. - The "In Process Reagent Rotation" system eliminates changing of the reagents manually. There is no more pouring or making up solutions, therefore, greatly reducing exposure to handling of these chemicals. No bottles to empty and fill, the Excelsior uses the original reagent containers that are sent directly to you from the manufacturer. Simply unscrew the cap and place on the Excelsior. One gallon of Xylene and one gallon of Alcohol and your rotation is complete. - Reaction chamber has Downdraft Ventilation. When the lid is opened, the chamber automatically pulls a downdraft fume extraction for reducing exposure to hazardous vapors when adding specimens after process has started. - 3 filters total on the Excelsior. Two in the front and one in the back of the unit for fume control of formaldehyde, xylene and alcohol. - An Extraction Duct Adapter Kit is available for venting into a facility fume hood for further fume control. - The reagent storage area is built to a flammable cabinet specifications. Same specs as a normal flammable cabinet would be built. 2. Due to the specific gravity monitoring of the 1st alcohol for which the "In Process Reagent Rotation" mechanism runs from, customers have significantly reduced their reagent usage. - Safety reasons listed above. - Huge reagent cost savings because you are changing the machine less often then before, therefore, extending the reagent life. May cut costs up to 80%. - Reduction in tech time as well for not having to manually change the machine and not being exposed to harsh chemicals. An award will be made in seven (7) days from the date of this notice. Sources may submit a quote, which fully demonstrate their capabilities, which will be considered by the agency. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
