Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a separate synopsis and written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS (http://www.fedbizopps.gov/) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-06-T-0928. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-12 and DFARS Change Notice 20060814. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 541690 and! the Small Business Standard is $6.0 million. This is a 100% Small Business Set-Aside, competitive action. The Fleet Industrial Supply Center San Diego requests responses from qualified sources capable of providing: Chemical, Biological, Radiological, Nuclear, & High-Yield Explosives (CBRNE) Respiratory Training and Fitness Testing. ?Training Shall Include All Commander Naval Regions Southwest (CNRSW) Sites In The San Diego Metro Area. ?This will be a complete range of respiratory services including, Training Courses, Consultation, Respirator Program Development and Administration, Respirator Fitness Testing and Expert Witness services. Locations include San Diego metro areas (Naval Base San Diego, Coronado, and Point Loma) as well as Seal Beach, El Centro, Fallon, Ventura, Monterey, Lemoore, China-Lake, Fallbrook and Corona. STATEMENT OF WORK: Respiratory protection support services including chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) respiratory protection training and fit testing, preparation and delivery of additional respirator training courses, consultation on respiratory protection, CBRNE and hazardous materials response issues, respirator program development and administration, respirator fitness testing, and expert witness services related to respiratory protection, CBRNE and emergency response. 1.0) General. 1.1) Organization to be supported:Commander Navy Region Southwest,Code N22, Room S517, 937 N. Harbor Drive San Diego, CA 92132-0019. 1.2 Scope: The objective of this order is to support CNRSW CBRNE respiratory protection program. Services include formal classroom training including but not limited to hands-on fitting, assembling, maintenance, cleaning, and seal check procedures of all respirators used in CNRSW. Services could also include respirator user quantitative and qualitative fit testing to include sizing of respirator, donning & doffing, and satisfactory completion of fit-test protocol. Additional services developing and providing training on respiratory protection topics, including CBRNE response issues that is appropriate to CNRSW personnel roles and responsibilities, providing assistance and consultation related respiratory protection program management as well as expert witness services. 1.2.1 Clearances and Licensing: No Security Clearance is required for the performance of this requirement. All Contractor personnel working on this order must be US citizens. In addition, Contractor personnel working on this order shall be fluent in the English language as exemplified in their written and verbal skills. 1.2.2 Privacy Act: Work on this project requires that Contractor personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 1.2.3 Estimated Classes and Employees to be trained per year. For the purposes of indicating scope of work only, the Government estimate for the work to be performed in the period of performance of this PBSOW is included below. This estimate is the Government?s interpretation of the requirement and is not intended to be binding on either party or to be the only possible solution to the requirement. The hours to be performed may vary over the course of the period of performance. Skill Level: Subject Matter Expert in CBRNE Respiratory Protection and Quantitative Fit Testing Protocols. Subject Matter Expert in Respiratory Protection, Respirator Program Development and Admi nistration, Emergency Response and CBRNE Response. Estimated Class per year ? 70; Estimated Number of employees to be trained per year ? 1700. 1.3 Project Objectives and Background: 1.3.1 Objective: The objective of this order is to provide respiratory protection user training quantitative fit testing to personnel identified as first responders in support of CBRNE emergency response operations (Level C) throughout Navy Region Southwest area of responsibility as well as other CNRSW respirator users as specified under section 3.0 (Specific Requirements). 1.3.2 Background: Navy Region Southwest has been tasked to establish Secretary of the Navy?s (SECNAV) CBRNE Respiratory Protection Program to protect employees against inhalation hazards that includes all elements of the respirator program described in CFR 1910.134, OPNAVINST 5100.23 series, Chapters 26 and Chapter 15 that contain additional requirements for respirator selection; respirator use and limitations; respirator inspection, cleaning, and decontamination; respirator training; quantitative fit testing; program evaluation; and respirator cartridge change out schedules. 2.0 Definitions. 2.1 Effort: This effort includes providing required qualified personnel, properly supervised, and following industry accepted methodologies and other practices. 3.0 Specific Requirements. The following sections outline the specific requirements, performance indicators, associated standards, and Government quality assurance methods 3.1 Description: The Contractor shall provide all deliverables specified below in support of Navy Region Southwest?s Respiratory Protection Program. Training sessions and quantitative fit testing will be specific to the use of the NIOSH approved air-purifying MSA CBRN agent approved Millennium Respirator (TC-14G-0270) or other respirators used in the Region Specific task includes, but not limited to the following as mutually agreed to between the Government and Contractor: 3.1.1 Onsite CBRNE Classroom Training & Quantitative Fit Testing Requirements Contractor will deliver classroom courses for respirator user training session and completed quantitative fit tests, as requested at the following locations within Navy Region Southwest?s area of responsibility: San Diego Metro (i.e. Naval Base San Diego, Coronado, Point Loma and Fallbrook) Seal Beach, CA, El Centro, CA, Ventura, CA, Monterey, CA, Fallon, NV Lemoore, CA, China Lake, CA, Corona, CA. 3.1.2 Scheduling: Government will provide three (2) weeks notice to the Contractor for provision of respiratory protection services including training and fit testing sessions at the above geographical locations. 3.1.3 Respirator User Training: Training to include respirator use as required by 29 CFR 1910.134, as well as basic first responder awareness issues as required under 29 CFR 1910.120. Training shall also meet OSHA regulation ANSI standard and OPNAVIST 5100.23G. The passing criterion is a fit factor of 500. Training provided will guarantee that the user of the respirator can at a minimum demonstrate with adequate proficiency his or her ability to properly inspect, assemble, perform maintenance, cleaning, don/doff, and conduct user seal check procedures. 3.1.4 Respirator User Quantitative Fit Testing MSA CBRN agent approved Millennium Respirators (TC-14G-0270) will be fit tested using an OSHA-approved Quantitative Fit Test (QNFT) method. The fit tests will be performed as recommended by the manufacturer?s instruction manual and per the quantitative fit test protocols in Appendix A of ANSI Z88.10 (American National Standards Institute). The passing criterion is a fit factor of 500. 3.1.5 Documentation: For CBRNE training, Contractor will provide each student with a manual (5-10 pages) that covers the basic CBRN First Responder and respirator use, limitations, inspection, cleaning, and decontamination guidelines. Upon successful passing of the required fit test, each employee will receive a Qualified Respirator User wallet size certification card. A written summary report containing the employee?s personal information (i.e. name, employee identification number, DOB, date of training, instructor, etc.) and testing criteria will be provided to the Client. Contractor will develop a training plan with supporting materials and provide it to the Government for their internal use of future requirements. 3.1.6 Other requirements: The Government shall ensure that all respirator users have documented medical approval to wear respirators prior to Fit Testing. 4.0 Government Furnished Items and Services: 4.1 Facilities, Supplies and Services: The Government will coordinate to ensure that an appropriate training and fit testing facility/space is available for schedule sessions. 5.0 Contractor Furnished Items and Services: 5.1 Facilities, Supplies and Services: The Contractor shall provide and have available all necessary training material, equipment and fit testing instrumentation to execute these requirements. For CBRNE respirator training, this includes the appropriate number of MSA CBRN agent approved Millennium Respirators (TC-14G-0270) required to allow each student to perform hands-on fitting, assembling, maintenance, cleaning, and user seal checks. The Contractor shall provide respirators for training purposes only. Surrogate (reusable) respirators may be used and shall also be reused for each training class after being cleaned and sanitized. 6.0 Other Information. 6.1 Hours of Work: Contractor personnel are expected to conform to Government agency regular business hours, which are 0800 to 1600 Monday thru Friday, with the exception of Federal holidays. Actual hours of work will be agreed upons at order startup. Work outside of regular hours, will be addressed on a case by case basis by the Governement representative and the contractor prior to being performed. Place of Performance: Designated Navy Region Southwest spaces at each of the geographical locations specified under section 3.1.1 (Onsite CBRNE Classroom Training & Quantitative Fit Testing requirements). 6.2 Period of Performance:The desired period of performance shall be from date of award to September 30, 2007. 6.3 Travel:Contractor shall consider travel costs to support Government training requirements as specified under section 3.1.1. Travel will be in accordance with the Joint Travel Regulations (JTR). All travel must be approved by a Government Representative or designee in writing via either memorandum or email.7.0 Points of Contact.7.1 Client Representative: Gustavo A. In-depth knowledge of chemical safety issues including exposure assessment, PPE selection and emergency response procedures. In-depth knowledge of the roles and responsibilities of Safety and Security forces in the CNRSW CBRNE preparedness and response program. Period of performance is: Date of award through 12 months.
