Description
This is a combined synopsis/solicitation for the commercial items identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation shall not be issued. This solicitation number is: 6011265150-00041, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-12. This solicitation shall be solicited on a unrestricted basis. The North American Industry Classification Code (NAICS) code is 334516. The U.S. Dept. of Agriculture intends to procure the following system (Or Equivalent) - From the vendor: Gertsel, Inc. - located in Baltimore, Maryland - at phone 410-204-7246 - based on the following minimum requirements - USDA intends to modify an existing Model 5973 Agilent Technologies, Inc. manufactured Gas Chromatography-Mass Spectrometry system with a Gertsel, Inc. - Thermal Desorption System - to achieve rapid analysis of volatile organic chemicals (VOCs) and to provide the ability to carry out either single column or dual column (heart-cutting) analysis of complex environmental samples without venting the GS-MS system. The modified system shall include a cryogenic trapping mechanism for heart cutting from one column onto the second column. This modification shall be required to address the needs of a new research program centered on determining VOCs from agricultural operations. USDA also requires a thermal extractor device to thermally evolve volatiles from a variety of solid and liquid samples prior to trapping onto thermal desorption tubes. USDA also requires thermal desorption tube conditioner to thermally condition Gertsel, Inc.'s. thermal desorption tubes prior to sampling and analysis. Minimum Requirements are as follows for each lined item listed below: (1) The above Highlighted system shall provide a minimum capability for: rapid column heating and cooling. Temperature accuracy: Each column module shall be calibrated to heat within 0.1 degrees celcius of a reference; real-time error. Fluctuations between temperature setpoint and column module temperature shall be less that 1 degree celcius over the entire temperature range at a programming rate of 120 degrees celcius per minute. Operating temperatures should be be 4 degrees celcius above ambient to maximum operating temperature of GC capillary column, or 400 degrees celcius, a temperature ramp rate resolution of 1 degree celcius per minute, and a maximum temperature ramp rate or 1800 degrees celcius per minute. All standard GC Capillary columns shall be available. The above System shall be capable of Multi dimensional GC analysis with a separate oven for up to four columns in one GC run. The temperature programsshall be controlled from the Agilent Tech., Inc. Chemstation GC method pages. The above system shall be compatible with existing Agilent Tech., Inc.'s GC-MS equipment. Fully integrated operation from the Agilent Technoly Inc. ChemStation software shall be required. (2) Licensed media of Gertsel, Inc.'s manufactured MASter software upgrade to integrate into the Agilent Tech. Inc.'s ChemStation software. (3) Gertsel, Inc's MACH System software for control of up to four MACH column modules in conjunction with recent versions of Agilent GC/MSD Chemstation . compatible with Windows 2000 or XP. (4) A 3 inch MACH column module is required. Equipment shall be compatible with existing Agilent 5973 GC-MS system. (5) A 5 Inch MACH column is required. Equipment shall be controlled by and compatible with existing Agilent Tech. Inc.'s 5973 GC-MS system. (6) A cryogenic trap for a single oven for multi-dimensional use, and shall include a liquid nitrogen cryo-focusing and heated re-injection rate of 05 to 12 degrees celcius. Equipment shall be controlled by and be compatible with an existing Agilent Tech. Inc.'s 5973 GS-MS system. (7) A six-port high temperature valve shall be required to achieve conversion from one column to Multi-Dimensional GC-MS analysis. Equipment shall be compatible with an existing Agilent Tech. Inc.'s 5973 GC-MS system. (8) A thermal extractor device shall be required to allow for concentration of volatiles onto a thermal desorption tube from samples with high water content, low concentration of analytes, or large sample size. The thermal extractor shall accomodate thermal desorption tubes of 6mm outer x 4mm inner diameter x 178mm length, and shall have a heated zone of 80mm, and a temperature range of ambient T to 350 degrees celcius, and a flow rate off 220ml per minute with 4 bar head pressure. (9) The thermal desorption tube conditioner shall allow simultaneous conditioning of 10 thermal desorption tubes, and shall accomodate tube size 6mm outer diameter x 4mm inner diameter x 178mm length; and shall have a heated zone of approximately 80mm, starting approximately 80mm from holder end, and a temperature range of ambient to 350 degreees celcius and an maximum flow rate of greater than 200ml per minute. Tubes shall be able to be cooled without interrupting gas flow. (10) A G1701DA MSD Chemstation Software upgrade shall be required. (11) Three days of installation shall be required to modify the existing Agilent Tech. Inc's. 5973 GC-MS system. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.202-1 Definations; 52-203-5 Convenant Against Contingent Fees; 52.203-6 Restrictions on Subcontractor Sales to the Government; 52.203-7 Anti-Kickback procedures; 52.204-3 Taxpayer Identification; 52-204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.211-5 Material Requirements; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.216-24 Limitation of Government Liability; In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). All responses shall be evaluated in order to determine the ability to meet the above stated capabilities. Offerors shall identify where the requested item meets or does not meets each of the Government?s functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is September 7, 2006. All responsible sources may submit a quotation, which shall be considered by the Agency.
