Description
The Naval Surface Warfare Center, Panama City, Florida intends to issue a modification to contract N61331-06-C-0004 with BriarTek Incorporated, 112 East Delray Avenue, Alexandria, Virginia for the continued installation and validation of Man Overboard Indicator (MOBI) systems on 5 US Navy ships. This modification also requires contractor support to provide the necessary technical and management services in support of the MOBI program consisting of the development and verification of SHIPALTs and BOATALTs, preparation for and during shipboard inspections where the MOBI system will have an impact, system integration issues, EMI testing and provisioning of MOBI hardware to the fleet, integrated logistics support (ILS) modifications, one-per-person transmitter testing and evaluation. This contract modification is required because fleet deployments of the MOBI system have significantly increased as the MOBI system has drastically increased personnel safety. These requirements were only recently defined and were not known at the time the procurement quantities for this contract were established. This effort is sole source for the following reasons. The USN has been evaluating Commercial Off The Shelf, Non-Developmental Item (COTS/NDI) Man Overboard Indicator (MOBI) systems since FY99. Based upon results of multiple Field Demonstration Tests, the USN has decided to purchase and install MOBI systems on all USN ships. The MOBI system manufactured by BriarTek is the only system capable of transmitting a unique code that identifies the specific transmitter that has been activated. This unique code eliminates confusion during instances when multiple personnel are thrown overboard simultaneously and will aid in identifying which individuals are still in the water and in need of rescue. Because of this unique code, BriarTek Incorporated is the only company that can meet all of the US Navy requirements. Additionally, this effort is sole source because NSWC PC has awarded three previous contracts to install th e BriarTek-manufactured MOBI system on a total of 146 ships thus far. This contract is for the acquisition of engineering services for continued development and deployment of a major system or highly specialized equipment, including major components thereof, within the exact meaning of FAR 6.302-1(a)(2)(ii). Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement. NAICS Code: 334220, Size Standard: 500. A modification will be done to the contract on or about 08 Sep 06.
