Special Notice - THIS IS NOT A REQUEST FOR PROPOSAL Date: 8/24/2006 Period of Performance: 26 August 2006 - 25 August 2007 North American Industrial Classification Standard (NAIC): 541519- Other Computer Related Services POC: Debra Dickerson-Small@dcma.mil Closing Response Date: 26 August 2006 Contracting Office: Headquarters, Defense Contract Management Agency (DCMA), Alexandria, Virginia 223110 Headquarters, Defense Contract Management Agency (DCMA), Alexandria, Virginia intends to award a sole source contract with Forecast International, 22 Commerce Road, Newton, CT, USA 06470 utilizing the authority of FAR 6.302-1. Statutory authority for the sole source is 41 U.S.C. 253(c)(1), as implemented by FAR 6.301, only one responsible source and no other supplies and services will satisfy agency requirements. To the best of the Contracting Officer's knowledge, Forecast International is the only source available that provides production forecasts for almost all major defense industries. Forecast International supplies strategic advice, market intelligence and product knowledge bundled and easily accessible on the Internet. Forecast International provides analysis reports of major defense contractors around the world and US Defense Budget trends. Forecast is unique in that it provides the forecast for shipbuilding, combat vehicles, ammunition, and weapons, sectors, in addition to its internationally recognized aerospace production forecast. This service is critical for fulfilling DCMA's mission and its customer?s needs. Forecast International data and analysis is broad Industrial Base Forecast. There is no standardization of methodology across sectors as there is with Forecast International. Award will be based on the best value - technically acceptable. Inspection will be done by DCMA, unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). THIS IS NOT A REQUEST FOR QUOTATION, However, if a company has reason to believe that it can meet and exceed all the DCMA needs of this requirement, it may submit all necessary documentation to support its claim. All Offerors must be CCR Registered and not listed on the Excluded Parties List. ALL RESPONSES ARE DUE BY 12:00 PM (NOON) This notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. It is the contractor?s responsibility to be familiar with applicable clauses and provisions.
