- The National Institutes of Health (NIH), National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) intends to award a purchase order to Academy for Educational Development (AED) to provide technical assistance with the We Can! pediatric obesity prevention program. The 14 intensive sites and the 80 general sites throughout the U.S. in the We Can! program develop and assist communities with the implementation of curriculum for parents and families that help improve nutritional choices, increase physical activity and reduce screen time in youth ages 8-13. As part of the technical assistance, the contractor will provide a series of all-site technical training meetings, tailored phone and email technical support, implementation programs and in-depth process and impact evaluations. To the best of the Government?s knowledge, AED is uniquely qualified based on AED?s technical expertise in developing curriculum suitable for training, research, policy analysis and implementation. AED has completed implementation and evaluation of the national program for all participating NIH Institutes. The use of AED will also streamline program evaluation, particularly process and impact measure, including pre-and post-surveys of participants in the youth and parent curriculum. This notice of intent is not a request for competitive proposals; however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This solicitation is not a Small Business Set-Aside. It is anticipated that the RFQ NIH-NIDDK-06-991 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 20, 2006.
