- The Great Lakes Acquisition Center (GLAC) Milwaukee WI, intends to negotiate and procure on a sole source basis IAW Federal Acquisition Regulation (FAR) 13.106-1(b)(1), from Medicor Imaging Inc., 1201 Greenwood Cliff, Charlotte, NC, the following system: MiPACS Dental Enterprise Solution. The system consists of a MiPACS Dental Enterprise Viewer, which is used for all image acquisition, diagnosis, printing, and analysis, the MiPACS Storage Server, and the dental PACS (Picture Archiving and Communication System). The system shall support the Planmeca Digital Dental Radiographic Equipment and images to DRM Plus, Vista Imaging and all current x-ray devices approved by the VA. The system must be compatible with the VA?s existing VISTA/CPRS systems, Windows XP, Dental Records Manager Plus (DRM Plus) and the VA?s antivirus software. System must have future expansion and upgrading capabilities. NAICS 511210 with size standard of $23 M and/or NAICS 423450 with size standard of 100 employees shall apply. The dental system must have been approved by the VA's OCIS-Health Information Security Division on three levels: Technical Vulnerability, Hardening Guideline Comparison, and HIPAA Control Analysis. System has to be capable of DICOM Query and Retrieve capabilities for complete inter-connectivity throughout the eight VA Medical Facilities plus additional remote outpatient clinics within VISN 12 as well as the DICOM Storage to VISTA. This procurement is being conducted under the Simplified Acquisition Procedures for the acquisition of commercial items utilizing the clause and provisions outlined in FAR Parts 12 & 13. Clauses stipulated herein may be downloaded via the internet at the following address: http://www.arnet.gov . This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. Any firm that believes it can meet these requirements may give written notification to the Contracting Officer no later than September 5, 2006 as stated in publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements and include clear and convincing evidence that competition would be advantageous to the Government.
