Description

Army Contracting Agency - The Americas is conducting market research to determine the extent of business sources capable of performing the Base Operations Support Services contract at Soto Cano Air Base, Honduras. This is not a Request for Proposal and no solicitation is available at this time. When the solicitation does become available, an announcement will be placed in FedBizOpps. Information obtained will be used for acquisition planning purposes for the follow-on contract. The purpose of this notice is to seek interested, capable sources for this effort. The scope of work is to provide base operations support and services to Joint Task Force - Bravo and all U.S. Units performing duty at Soto Cano Air Base, Republic of Hondu ras. The U.S. Forces area consists of approximately 50 Million Square Feet, about one third improved, one third semi improved and one third unimproved. There are approximately 650 buildings (mostly wooden facilities), 12.5 miles of improved and unimprove d roads, a two million barrel petroleum storage facility; and 8,000 foot radar equipped runway operation. The normal population of Government personnel present at the JTF-B, Soto Cano Air Base is about 500-600 with some temporary surges of an additional 3 00-400 personnel. The scope includes, but is not limited to, the following areas: Base Engineer Services, Laundry, Supply Support Activity, Equipment Pool, MWR, Equipment Maintenance, Full Food Service, Class I Operations Subsistence, Ground Transportatio n, Air Transportation, Security Guards, and Gas Station Services. The approximate magnitude is $3M annually. The existing contract was awarded under Full & Open competitive procedures in 2002 as a Fixed Price Award Fee contract for a basic period with 4 one year options to PAE Government Services. The Government does not intend to award a contract on the basis of this Sources Sought Notice, the responses received, or otherwise pay for the information solicited. Please provide information requested within the body of the email or as an attachment in Text, Rich Text Format or Microsoft Word formats only. The applicable NAICS Code is 561210 with a size standard of $32.5 Million. All responsible sources shall respond by submitting the following: (1) Company Information to include: name, point of contacts, telephone numbers, email addresses, DUNS Number and CAGE code; (2) Indicate whether the company is a small or large business for NAICS 561210. Small Businesses should indicate all applicable socioeconomic classifications, i.e., 8(a), HUBZone, Service-Disabled Veteran, etc. (3) State approximate number of current employees and Average Annual Gross Revenues (4) Provide a brief statement of interest and capabilities to include companys experience in working similar type efforts in OCONUS locations providing bilingual personnel and employing foreign national employees of a similar size and scope of this requirement including the time period applicable; (5) Provide any relevant experience working in Honduras or other Latin American countries and indicate time frame; (6) Briefly identify and describe what type of quality control programs the contractor has established to include any awards and certifications; and (7) Several employees may require security clearances, indicate whether company manages personnel with security clearances. Respondents to this Source s Sought Notice may be requested to provide additional information/details on their initial submittals.
