- NASA/KSC has a requirement for 2 each, Delta/GDP Space Systems model MD266-8, 8 Channel Bit Synchronizers. The PCM Bit Synchronizer (bitsync) must be able to process at least 8 PCM streams. Each bitsync input channel must be individually programmable with the follow specifications: ? Channel Bit Rates: 40bps to 10 Mbps ? PCM Codes: NRZ-L/M/S, RNRZ, Bi?-L/M/S, DM-M/S ? Viterbi Decoding ? Each channel card must be individually swappable without interupting any other channel. Redundant Power Supply: ? The bitsync unit must have a redundant power supply. ? The bitsync redundant power supply must be swappable without disabling the operation of the unit. Remote Control: ? Unit operation must be remotely controlled using a RS-232 port. The GDP Space Systems Model MD266-08 8 Channel Bit Synchronizer is the only known product that meets this government requirement. This unit allows for hot swapping of the individual Bit Synchronizer channels. In addition it allows for hot swapping of the redundant power supply. If a failure on a Bit Synchronizer channel occurs during an operation a new channel card can be installed without interrupting the operation of the other channels. Also the how swappable redundant power supply can be replaced without interfering with the operation of the unit as a whole. This hot swappable feature improves the operational reliability of our telemetry system. NASA/KSC intends to purchase the items from GDP Space Systems of Horsham PA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 28, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
