- RESPONSE DATE IS SEPTEMBER 7, 2006 This is a combined synopsis/solicitation to supply and install striping and markings on 31 emergency fire vehicles. Refer to Amendment 01 of this solicitation for information on how the vehicles are to be marked. There are eleven engines to be marked as in Exhibit 1. There are 19 white pickups and SUV?s to be marked as in Exhibit 2, and 1 green to be marked as in Exhibit 3. Installation shall be performed at the following locations: 4 at Chemult Ranger District, 110500 Highway 97 North, Chemult, OR 97731; 1 at Chiloquin Ranger District, 38500 Highway 97 South, Chiloquin, OR 97624; 3 at Klamath Ranger District, 2819 Dahlia St., Klamath Falls, OR 97601; 10 at Bly Ranger District, 61100 Highway 140, Bly, OR 97622; 4 at Lakeview Ranger District, 18049 Highway 395, Lakeview, OR 97630; 4 at Paisley Ranger District, 303 Highway 31, Paisley, OR 97636; 5 at Silver Lake Ranger District, 65600 Highway 31, Silver Lake, OR 97638. Supply and install shall be accomplished between November 1 and December 1, 2006. This solicitation is a Request for Quotation (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures. This solicitation is a 100 percent Small Business Set-Aside. The North American Industry Code is 811121 and the small business size standard is not to exceed $6.5 million annual revenue. Quotations will be evaluated using the evaluation procedures in FAR part 13. Quotations will be evaluated to determine the best value to the government. The following evaluation factors will be used: (1) Past Performance (CONTRACTOR TO SUBMIT REFERENCES INCLUDING CONTACT NAME AND PHONE NUMBER OF PREVIOUS CONTRACTS FOR SIMILAR INSTALLATIONS IN THE PAST 2 YEARS). (2) Pricing. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. OFFERORS SHALL SUBMIT A COMPLETED COPY WITH THEIR QUOTATION. A consistent implementation of marking for safety which is compliant with NFPA 1906 standard, as applied by other fire service organizations. ?? Consistent recognized color scheme and organization identification for FS/BLM fire resources. The white vehicle package meets the shift of both agencies to the procurement of white vehicles from the manufacturer. The green vehicle package meets the needs for older FS ?green fleet? and BLM ?green? engine color. ?? Allows for Agency affiliation through use of agency emblems, and meets agency marking requirements for all fleet. ?? Unit identification utilizing nationally recognized mnemonics documented in Regional Mob Guide. Provides for development of mnemonics for interagency fire units and combined forest units. ?? Display of Unit position, which defines the level of the individual in the organization, when matched with IFPM standards relates to minimum ICS qualifications for incident operations. ?? Specific identification numbering system that is standard through out the region and is designed to reflect local geographic home unit/sub-unit. Allows flexibility to exclude position identifier for units with shared fleet. ?? Uniform and consistent presentation and identification of FS/BLM vehicles, positions and call signs, reducing confusion of cooperators and local fire service agencies, when resources are mobilized to other units, areas, or incidents. ?? Procedures to incorporate fire emergency vehicle standards in agency directives. The sampling of identification/numbering systems currently in use in the Pacific Northwest were designed to provide Agency/Unit identification, sub-unit identification, position or level within the unit, and a resource specific number identifier.
