Description

The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to purchase the brand name GE Healthcare Bio-Science, medical equipment as outlined below. Separate quotations are to be prepared and submitted for each item. The quotation shall include, the unit price, the list price, installation, shipping and handling costs, insurance if applicable, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN), and the certification of business size. The Brand name determination is based upon the fact that the software and hardware of the equipment to be purchased are compatible with exiting Government equipment. Also, the new systems will allow the labs to continue to conduct their ongoing research without interruptions within the NHLBI laboratory. Due to the compatibility of the instruments only GE Healthcare Bio-Science is available for the government to meet their mission. Therefore, a competitive acquisition would not lead to an award to any other source. The Government intends to award within fifteen (15) calendar days from the publication date of this synopsis or September 8, 2006, whichever is later. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 423450 and Standard Size is 100 employees. The small business set-aside has been lifted. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
