Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ6073 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 339111, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure an Elispot Reader with software (Qty ? 1). Elispot assays are used in our research for the detection and measurement of secreted antibodies and cytokines. An efficient and most importantly user friendly analyzer is required such that each individual researcher has the capability to analyze his/her own assays in a timely manner. It is important for the piece of scientific equipment to have the following: 1) High resolution color camera (800 x 600) enabling color fidelity of well images which would allow the software to recognize at least 2500 spots per well. 2) Fully integrated isolated capture chamber thus minimizing environmental noise. 3) Due to the large number of plates which need to be processed, the unit must not take longer than 3-4 minutes to scan and analyze each plate, while also maintaining high resolution 4) Capability of upgrading to use a robotic plate loader to allow it to function fully automatically. 5) Must be of compact footprint with all of its various components fully integrated into one unit. 6) Must have a shower light with individual light diodes for even illumination 7) Software must allow for simultaneous, multiple plate analysis; auto centering as well as color counting of red, gold, and blue spots in addition to 2 ? color per well counting. 8) Software must also allow the use of any type plate and must also be capable of counting transwell assay. 9) Software must allow corrections and document manual override of counted results. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. All responsible sources may submit an offer that will be considered by this agency. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) September 11, 2006 to Tonia Alexander.
