- The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Dr. Tsunenobu Tamura, 2209 Pine Street,Birmingham, AL 35216 For a continuation of the services being provided for Office of the Director (OD). Dr Tsunenobu Tamura is the only known source capable of providing the required services because of his involvement in this project over the past months. Further, inherent duplication of cost to the Government would be time and cost prohibiting.1. The contractor shall perform folate analysis of blood and milk samples from Guatemala sub-project of agriculture, maternal-infant nutrition and public health. 2. The contractor shall evaluate and provide status on the effectiveness of feeding low phytate (85% reduction) maize on zinc and iron to mothers during pregnancy, lactation, and on their infants in the rural Western Highlands of Guatemala. 3. The contractor shall assess whether the consumption of a low-phytate maize interferes with folate nutritional status of lactating mothers and infants. 4. The contractor shall evaluate folate status of mothers who will participate in the study by determining their plasma and erythrocyte folate concentrations. 5. The contractor shall evaluate folate content of human milk and blood folate concentrations in infants who will be breastfed by mothers who receive either regular maize, or low-phytate maize. 6. The contractor shall collect maternal blood and milk samples, and infant blood for folate analysis at six (6) and twelve (12) months after the birth of infants. 7. The contractor shall test approximately two-hundred (200) mothers, and two-hundred (200) infants for this sub-project. 8. The contractor shall collect milk samples at three (3), six (6), nine (9), and twelve (12) months of lactation. 9. The contractor shall analyze samples from the project to include, but shall not be limited to the following: a. Maternal blood: Two-hundred (200) mothers at two (2) time points during lactation Four-hundred (400) plasma and whole blood samples b. Infant blood: Two-hundred (200) infants at two (2) time points in the first year of life Four-hundred (400) plasma and whole blood samples c. Milk samples: Four-hundred (400) mothers at four (4 ) time points during lactation. 10. The contractor shall perform folate analysis by microbiological assay using Lactobacillus rhamnosus (L. rhamnosis, formerly known as L. casei) for all samples. 11. The contractor shall use a microplate-method for analysis, which is considered to be the most sensitive analytical method that requires only a small amount of samples. 12. The contractor shall prepare the stock solution of the of the standard, which is 5- formyltetrahydrofolate, and L. casei Assay Media at least every two (2) months. 13. The contractor shall use two (2) pooled human plasma samples to monitor the day-to-day variation of the assay. 14. The contractor shall repeat the assay if the values of the pooled samples do not fall within one standard deviation of the mean that has been established by repeated analysis of the two (2) samples. 15. The contractor shall use plasma samples to analyze an aseptic-addition method without any prior treatment. 16. The contractor shall incubate whole blood samples at 37 C for sixty (60) minutes, for digestion of polyglutamyl residues of polyglutamyl folates in the erythtocytes by using diluted buffers containing ascorbate as a reducing agent (pH 4.0). 17. The concentration of erythrocyte folate shall be calculated by the contractor using plasma and whole blood folate concentrations and hematocrit values. 18. The contractor shall have at least thirty (30) years of experience in performing the microbiological assay for folates in biological samples. 19. The period of performance shall begin immediately following award, and shall continue through July, 2009. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, August 31, 2006, due in COB Sept. 11, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
