Description

The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Park Bioservices LLC 60 Rairoad St. Haverhill, MA 01835 for a continuation of the equipment/services being provided for The Division of Veterinary Resource (DVR) Scientific Resources Office of Research Services (ORS) Park Bioservices is the only known source capable of providing the required equipment/services because of its involvement in this project over the past months. This company must be used so that the new isolators are compatible with existing equipment. Further, inherent duplication of cost to the Government would be time and cost prohibiting. Item #1 The contractor shall provide Controlled Environment Chambers in accordance with the salient characteristics listed below. 1. Shall be used as either a containment or exclusion application. 2. Shall have a positive or negative operation-blower fan that can be easily reversed. 3. Shall incorporate HEPA filters on both intake and exhaust air systems. 4. The featured glove sleeve design shall allow for shoulder access. 5. Shall be constructed of corrosion proof polypropylene. Item #2 The contractor shall provide Hydraulic Tables in accordance with the salient characteristics listed below. 1. Shall be used in conjunction with government-owned Rigid GloveBox Isolators as manufactured by Park Bioservices, 60 Railroad St. Haverhill, MA. 2. Shall be constructed of high quality steel with hydraulic cylinders placed in the four support posts which shall enable the operator to adjust the unit to the preferred height (raise or lower). 3. Shall have locking casters to allow for the easy movement of the tables. 4. Shall be made available at different heights and depths. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, August 31, 2006, due in COB Sept. 11, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
