Description
The US Department of State intends to standardize escape respirators on the SCape CBRN30 manufactured by ILC Dover. The goal is to implement and apply commonality, standardization, and inter operability amongst all users of the escape respirators within the State Department. In addition, standardization reduces maintenance and overhead costs. The Government believes that only one responsible source can provide the supplies/services that will satisfy the Agency Standardization Program requirements for escape respirators under the authority of FAR 6.302-1. The mandatory requirements are: 1) National Institute of Occupational Safety and Health (NIOSH) certified as a CBRN Escape Respirator; 2) One size fits all device; 3) Certified for a minimum of 30-minutes of breathing protection; 4) No user adjustable components; 5) Assist breathing through the use of positive pressure; 6) Comparable protection to individuals with and without facial hair; 7) Capable of being donned in 30 seconds or less from the ready to use, in package, state; 8) Allows complete facial recognition of the wearer by security personnel without compromising wearer safety; 9) Permits clear verbal communication to include use of phones and mobile handset radios while worn without compromising wearer safety; and 10) CO2 content must be less than 1.5% in the hood and breathing during wear. A determination by the Government to standardize this requirement based upon responses to this notice is solely within the discretion of the Government.
