- NOTICE OF CONTRACT ACTION The Air Force Flight Test Center, Edwards AFB CA (AFFTC) intends to modify an existing contract for Theory of Constraints Program Management (TOC PM) Software and technical support. The modification would result in a server license expansion, purchase of additional client licenses, and associated annual maintenance. The award would result in a modification to a sole-source, 5 year firm-fixed price contract to Realization Technologies, Inc., 2 North First Street, Suite 406, San Jose CA 95113-1224. The modification will allow for additional upgrade/enhancements and maintenance/repair to the Concerto software. Concerto software consists of a web based interface (Concerto Conweb), and stand alone clients (Critical Chain Planning & Enterprise). This software is the primary Program Management software that will be used in support of the AFFTC TOC PM for project management. The services required are license expansion to the AFFTC, additional client licenses, associated annual maintenance for the rest of calendar year 06, 07 and 08. The specific support required involves the following: 1) User technical support via email, fax, and phone; 2) Provide updates (bug fixes, error corrections and minor enhancements) as they become commercially available; 3) Provide upgrades (new software versions that contain major enhancements or significant new functionality) as they become commercially available; and 4) Provide workarounds (temporary solutions to software problems) so that all major functions of the software are operational. The NAICS code is 541511 with an SBA size standard of $23 million. Qualified contractors must submit clear and convincing documentation that fully defines their capability to meet the requirement. Documentation that fails to provide the required capability documentation will not be acknowledged. Telephone requests to be placed on the mailing list will not be honored.
