- This SOURCES SOUGHT NOTICE is to perform monitoring of storm water outfalls and inspection of March ARBs industrial facility sites, and provide reports in accordance with directives. In carrying out any work assignment issued, the Contractor shall furnish all necessary personnel, services, equipment, materials, and facilities and otherwise do everything necessary for or incidental to the performance of work set forth herein. The primary service shall include sampling and analysis of storm water necessary to satisfy permit requirements at March Air Reserve Base California. Base Boundary Sampling: In addition to the sampling at the regulated outfalls, the Contractor shall perform grab sample and analysis at selected entry and exit point sources to and from the base run-on and runoff for two wet weather qualifying storm events, including the first qualifying storm event of the wet season. On-Call Sampling Service: The Contractor will perform additional sampling and analysis service at designated locations in support of storm water, wastewater, and related compliance activities upon the Air Forces request in a timely manner. TMDL Compliance On-Call Sampling Service: Upon the Air Forces request, the Contractor shall perform the TMDL Compliance sampling as directed by the Air Force technical representative, IAW the California RWQCB, Santa Ana Resolution No. R8-2004-0037, and the Task Force TMDL Water Quality Monitoring Plan. Bioassay Analysis: The Contractor shall conduct acute toxicity testing as specified in Methods for Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms (EPA-821-R-02-012, Fifth Edition, October 2002). Secondary services, incidental to the primary service, include the operation and maintenance of the Air Force furnished equipment. Visual Observation Record on Wet Weather or Monthly Visit: The Contractor shall conduct visual observations of storm water discharges during the wet season (October 1 through May 30) concurrently with the sample collection at each outfall and at minimum on a monthly basis. Reports: The Contractor report will contain all recommendations and findings along with the documentation and data obtained as part of the work. The Contractor shall prepare and submit a draft and final report in accordance with directives. Laboratory sample results shall be reported in a consistent and standardized format. Raw data: The Contractor shall maintain complete records and raw data for each sample. Quality Control Reports: The Contractor shall also provide the Air Force with a Quality Control report for each sample analysis performed along with the above Analysis Report. The Quality Control report will contain but not limited to the method used for the quality control test, the date the quality assurance test was performed, accuracy, and precision. The Contractor?s place of performance shall be at March MARB, California.
