Description

The Air Force District of Washington Studies, Analysis & Advisory Branch (AFDW/A7KS) intends to award a sole source Firm Fixed Price contract to The Everett Group, 1612 Huntcliff Way, Gabrills, MD 21054 for two telephone surveys of households within the St. Louis designated market area (DMA). The Government seeks to determine: 1) if the awareness of the United States Air Force, or 2) if the positive impressions of the United States Air Force were increased because of activities between 7-13 August 2006 in the St. Louis DMA. The period of performance is to begin on, or about 14 September 2006. The contractor will be responsible for presenting the survey results via a personal briefing at the Pentagon, Washington D.C. The briefing should include the general methodology for the assessment, the contractor?s assessment of the results, and areas for further research or study. The contractor should be available for discussions and questions following the initial briefing. The government requires delivery of all the raw data. The contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 USC 2304 (c)(1), ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Any responses to this notice of contract action shall be submitted to Mr. John D. Hill, John.Hill2@bolling.af.mil no later than 1200 EDT, 11 SEP 06. Sole Source -- See Note 22.
