Description
A request for quotation electronic format only will be available for download on or about September 1, 2006 on the Federal Technical Data Solutions (FedTeDS) website in electronic format at https://www.fedteds.gov/ Once the solicitation is posted in FedTeDS, a link to the solicitation in FedTeDS will be provided. In order to view the solicitation, interested firms must be registered in Central Contractor Registration (CCR) at http://www.ccr.gov/ and in FedTeDS. In order to register for FedTeDS, a v endor or contractor must have the following information: Your Company's Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your Company's CCR Point of Contact or from the CCR website.); Your Company 's DUNS Number or CAGE Code; Your Telephone Number; and Your E-Mail Address. Once you have this information, you register in FedTeDS by clicking on the 'Register with FedTeDS' link on the home page. No disks shall be mailed. The requirement being synopsi zed is an upgrade to the current security and monitoring systems between Wells 1, 2 and 3 and the Water Treatment Plant, at the Ship Creek Dam, and at the Davis Road Pump House at Fort Richardson, AK. Computer and software upgrades are also necessary to m aintain the overall integrity of the system as the size of the system increases and updates become available. In addition, consulting, engineering, and design is needed to allow emergency management and expansion planning for the system to add more utilit ies and sensitive areas associated to utilities on US Army posts in Alaska. Among other things, the Contractor shall provide the Government with the capability to remotely monitor, control and provide security for communications between wells and the wate r treatment plant; upgrade specific obsolete RTU with a specific modern PLC that supports Ethernet connectivity; provide a parts and labor warranty on security, communications SCADA and associated equipment for at least two years; prepare and deliver a com puter-aided schematic; add monitoring controls; provide technical support for upgrading purposes; provide appropriate hardware for upgrading SCADA computers to a fault tolerant system; install and set up equipment and provide design and engineer support se rvices. Any resulting award will be firm-fixed priced with commercial clauses. The solicitation shall be issued on a competitive basis per FAR 19.502 and in accordance with the authority at FAR 13.5. The government shall not be responsible for quote prepa ration costs in the event the solicitation is canceled. NAICS: 541512, Size Standard: $23 million. Completion date: Within 31 December 2007.
