- The Naval Surface Warfare Center Carderock Division operates a high speed basin for ship hull testing. The Arresting Barrier is a safety device that prevents a run-away carrage from dammaging the facility or injuring personnel. In accordance with FAR 6.302-1, The Navy intends to award a sole source fixed price contract to Engineered Arresting Systems Corp. ESCO of Aston PA. ESCO is the original equipment manufacturer of the barrier currently installed. ESCO holds the propriotary design for the barrier and is able to provide the redesign and upgrades quickly resulting in minimum downtime of the carrage. Interested sources may submit a statement of capabilities for consideration by the government.
