Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to Texas A&M University's Energy Systems Laboratory, of College Station, TX, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Under this purchase order, the contractor shall provide expert advice and customized technical assistance in quantifying emission reductions from clean energy programs. Furthermore, the contractor shall: 1) Modify the e^2Calc tool for use by other U.S. regions and states, 2) Develop clearinghouse of acceptable methodologies for determining emission benefits, 3) Provide technical assistance and policy coordination, 4) Create a framework for a website with emission reduction quantification information and Energy Efficiency/Renewable Energy (EE/RE) strategies, 5) Coordinate research efforts and provide progress reports, and 6) Provide an annual report summarizing the work accomplished and conduct a presentation at EPA's annual Air Innovations Conference or other appropriate venue. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Texas A&M University is uniquely qualified to satisfy the Government's requirement, as it is the only entity able to provide access to the e^2Calc, a unique web-based emissions reduction calculator. Furthermore, Texas A&M is also unique due to its cooperation with several states regarding emissions reduction calculations, and its staff of national experts on energy efficiency measurement and verification protocols and building codes. No other entity has the unique and innovative tools, extensive reach, and expertise needed to satisfy the governments requirement. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
