Description
The National Oceanic and Atmospheric Administration, a bureau of the U.S. Department of Commerce requires information technology services for the Marine Mammal Health and Stranding Response Program. The services will be acquired on a time and materials basis using simplified acquisition procedures. This procurement is set aside for small business. The applicable NAICS code is 541512. Interested contractors shall submit a proposal no longer than 12 pages setting forth their approach, past performance, and price. Proposals submitted will be considered. Proposals are due Noon, Eastern time, September 19, 2006 to Robin Prather, 1305 East West Highway, Suite 7146, Silver Spring, MD 20910, robin.prather@noaa.gov in paper and electronic versions with an original and three copies. The services shall be provided during the period September 24, 2006 through July 1, 2007. The evaluation factors are approach, past performance and price, which are relatively equal and listed in order of importance. The evaluation rating scheme shall be adjectival. Award will be on or about September 24, 2006. Statement of Objectives Information Technology Services Marine Mammal Health and Stranding Response Program August 31, 2006 Background Under Title IV, Section 401, of the Marine Mammal Protection Act, the Secretary of Commerce, in consultation with the Secretary of Interior, the Marine Mammal Commission and individuals with knowledge and experience in marine science, marine mammal science, marine mammal veterinary and husbandry practices, and marine conservation, including the stranding network participants, established the Marine Mammal Health and Stranding Response Program (MMHSRP). The National Marine Fisheries Service (NMFS), Office of Protected Resources (PR), Marine Mammal Conservation Division is the coordinating office for the activities of this program. NOAA obtains basic data on stranding events from individuals or stranding network participants who are authorized to respond to marine mammal stranding under section 109(h) and 112(c) of the Marine Mammal Protection Act. The MMHSRP Database System consolidates regional stranding data and provides a centralized point of contact to interface with all the system users as well as other marine mammal information sources. The system users are stranding network participants who collect real-time marine mammal data of animals that have stranded alive or dead on beaches or upon U.S. waters (EEZ Zone). Reference data on the health of marine animals is accessed real-time, viewed nationally and disseminated among the user community promptly and efficiently. It provides a tracking system to monitor medical and rehabilitation history of marine mammals prior to final disposition. It has standardized data entry procedures and consistency of data collected from the stranding reports Scope The Contractor shall provide the following: 1. Design develop, and establish a histopathology database to house data obtained from the pathological examination of marine mammal strandings. The database shall integrate with the Marine Mammal Health and Stranding Response database. A. Design a relational database to store marine mammal data collected based on stranding, biopsy, or other collections, including: i. Gross and necropsy data ii. Histological findings iii. Clinical pathology data iv. Additional relevant ancillary diagnostics (virology, microbiology) B. Review existing literature and material and coordinate with a committee of veterinary pathologists in the design. C. The database shall be able to share data with other databases using XML web services. It shall be developed in SQL and be transportable to Oracle to Oracle dbase server. 2. Establish a virtual microscope service for the pathology of marine mammals that will digitize glass slides submitted by pathologists and make them accessible over the internet and will integrate the current cetacean databases maintained by the Marine Mammal Health and Stranding Response Program. The service shall include installation of software on NOAA servers. 3. Develop a ?Right Whale Collaborative Health and Disease tool? - an Internet application that will allow scientists to collaborate on projects involving the health of Right whales. This password protected web based tool shall provide a virtual space for scientists to obtain forms, discuss cases, view images, create calendars, and view, search and archive reports. A. Develop framework design for website. Develop password-protected website using ColdFusion? application technology and SQL server database backend. Website will be completely database driven and shall have the following elements: B. Provide viewing of the web site, obtain comments, respond to comments. C. Deliver final tool for live use 4. Provide consulting services to the Marine Mammal Health and Stranding Response program database steering committee.
